The Private Member’s Bill was introduced by Dr Hywel Francis, MP for Aberavon and has been dubbed “Sam’s Act” in memory of his disabled son, whom he and his wife Mair cared for until he died at the age of 16.

Dr Chris Wright, Lecturer at the University's Centre for Complex Fluids Processing within the Multidisciplinary Nanotechnology Centre, gave Hywel Francis MP a taste of being a scientist in academia.
Hywel had a tour around the Nanotech laboratories and was given an insight into bionanotechnology research at Swansea.
During the visit Hywel operated some of the state of the art instruments used to study biological surfaces such as cells at the nanoscale.

The dubbing of the name of the Bill is in memory of the son of Dr Hywel Francis MP for Aberavon and his wife, Mair, who cared for Sam until he died at the age of 16.
