Official IAAF Decision on "nandrolone case" in 2000
In the interests of information and transparency, the IAAF has decided to release the full text of the decision of the IAAF Arbitration Panel, which under the terms of the IAAF Constitution is final and binding on all parties.
The alleged improper contact between IAAF and the athlete has no relevance to the issue of the admissibility and under Rule 55.11 it casts no doubt as to the reliability of the finding that a prohibited substance may be present in a sample.
In any event, the IAAF failed to discharge its burden of proving, beyond reasonable doubt, that for the 19-NA reading to be at 15ng/ml, the time for the determination of the specific gravity had to be the time of the laboratory testing and not at the time of voiding.

IAAF vice-president Arne Ljungvist used the final speech to challenge those who argue that sports administrators are losing the war against doping.

Better and less onerous systems for dealing with missed out-of-competition tests, higher quality control standards in the testing system itself, an effective pursuit of non-athletes who promote doping and stronger co-operation with civil authorities were all areas in which Hoffman felt the organisation still had to improve.

Today in Sport: Richardson case higlights IAAF problem | Athletics | Other Sports | Sport | Telegraph
The IAAF's leniency comes after Richardson agreed to give up fighting the case and take part in what is being called "a series of educational activities" designed to warn others about the dangers of using nutritional supplements.
The IAAF have been warning athletes about supplements since early 1999, when Britain's Dougie Walker, Linford Christie and Gary Cadogan put nandrolone in the public domain.
Given that the IAAF's rule on strict liability leaves little room for mitigating circumstances, it was always assumed that Richardson faced a ban.

 IAAF ACADEMY
The IAAF's main service to the coaching community, the Coaches Education and Certification System (CECS), was launched in 1991 and since then thousands of coaches have received valuable training through a high quality curriculum and materials, trained lecturers and a standard evaluation and certification process.
Research carried out for the IAAF in 1995-1997 showed that more than 60% of the coaches who had participated in the CECS Level I were dissatisfied with the ongoing support they had received after their course from IAAF and non-IAAF sources.
To ensure the survival of the associations without the IAAF simply paying for their operation, it has been seen as necessary to help them integrate their activities with each other and with IAAF programmes to provide attractive, valuable support services for coaches.
