The IAAF also refused to ratify American Alyson Felix's 22.11 world junior record victory at the Mexico Grand Prix in May, because the meet organisers were not prepared to do drug testing.

 Kapena - the lone star in Kingston
JUNIOR 400 metre runner Kapena Rukero will be the only Namibian athlete to represent the country at this year's IAAF World Junior Athletics Championships in Jamaica, Kingston, which start next week.
Rukero was the only athlete who qualified for the junior champs this year, with no other contender coming close to the high qualifying times that have been set by the IAAF authorities.
Athletics Namibia executive member Hannes von Holtz confirmed to The Namibian that the athlete has been declared fit and "all what is left is for him and his coach to leave for the champs and win."

IAAF general secretary Pierre Weiss, speaking on the sidelines of a news conference to open the world junior championships, said any work American Gatlin's lawyers did to prove there were special circumstances would be in vain.
Gatlin appealed against his first positive test, for amphetamine at the US junior championships in 2001, saying the drug was contained in a prescription medicine he had taken for 10 years to counter a form of attention deficit disorder.
IAAF president Lamine Diack said yesterday that the rules under which Gatlin's first ban was appealed no longer stood and reiterated his disappointment that such a high profile athlete had tested positive.

 IOL: Athlete failed drugs test in Stuttgart - IAAF
IAAF general secretary Pierre Weiss did not name the athlete who had tested positive at the two-day meeting, which had a $3-million prize pot.
On the second day of the IAAF Council meeting in Monaco, he said that of the 2 347 tests conducted this year up to October 23, both in and out of competition, 39 had been positive.
Also at Tuesday's Monaco meeting, the IAAF downgraded the annual Athens Super Grand Prix meeting to Grand Prix status partly because of poor spectator attendance in July.

2005 World Youth bronze medallist in the Javelin, Vctor Fatecha, seems to be peaking when it counts, after throwing 74.81m (a new national junior record) last 5 August in So Paulo, Brazil, where he trains at the IAAF High Performance Center with Joo Paulo Alves da Cunha.
The other one is Mario Alfonso Bazn, the 2005 South American Junior champion, who is set to compete in the 3000m Steeplechase where he holds the national record with 8:50.19.
The only South American countries that have won medals at past IAAF World Junior Championships are Argentina (2 silver), Brazil (1 gold, 3 silver), Peru (1gold), Chile (1 silver), Colombia (1 bronze) and Ecuador (1 gold).
