The IAEA is headquartered in Vienna, Austria (at the Vienna International Centre).
IAEA expanded its nuclear safety efforts in response to the Chernobyl disaster in 1986.
The IAEA was headed by Hans Blix from 1981 to 1997, who became unusually well-known because of the 2002-2003 search for weapons of mass destruction.

The IAEA Board of Governors asks North Korea to permit IAEA inspectors to measure the amount of plutonium in the spent fuel of its 5MW gas-graphite reactor and in the waste from its radiochemical lab [reprocessing facility].
The IAEA requests that it be allowed to expand its monitoring activities in North Korea and improve its technical capability to confirm that North Korea's maintenance of the 5MW gas-graphite reactor at Yongbyon and the plutonium processing facility does not reflect an attempt to revive its nuclear program.
IAEA Director General Hans Blix reports to a special IAEA Board of Governors meeting that North Korea has denied the IAEA permission to measure the amount of plutonium in the 8,000 spent fuel rods or in the liquid-waste at its radiochemical lab [reprocessing facility].

 IAEA safeguards and the NPT
The IAEA is neither the Secretariat of the NPT nor empowered to request States to adhere to it.
The technical objectives of NPT safeguards are that the IAEA be able to detect, in a timely manner, a diversion of one significant quantity (SQ) of nuclear material from a State's peaceful nuclear activities and to ensure that all nuclear material subject to safeguards in the State is declared to the Agency.
IAEA safeguards are applied to all source or fissionable material in all peaceful nuclear activities in a non-nuclear-weapon States party to the Treaty, and should thus be able to detect any diversion of material for the purposes of testing.

 IAEA: IAEA Update Report For The Security Council Pursuant To Resolution 1441 - 1-27-03
The key outstanding issue for the IAEA is the accuracy and completeness of Iraq's declaration that there have been no material changes in its nuclear programme since 1998 and that its nuclear activities have been limited to the non-proscribed use of radioisotopes.
While the IAEA is still continuing with its reconnaissance, the inspectors have already initiated the investigative phase, with particular emphasis on Iraq's activities over the last four years, focusing on those areas of concern identified by States, as well as those identified by the IAEA on the basis of its own analysis.
For the IAEA to fulfil its mandate quickly and most effectively, it is important that States continue to provide support to the IAEA in all aspects relevant to its mandate in Iraq.

Efforts to devise acceptable Treaty provisions for IAEA safeguards in nuclear-weapons states were unsuccessful, and by late 1967, the safeguards issue had become a serious obstacle to acceptance of the NPT by major industrialized non-nuclear weapon states.
In August 1981, the IAEA also selected for safeguards a decommissioned government-owned research reactor in which a quantity of plutonium was stored, satisfying an existing obligation of the United States and the IAEA for safeguards on two kilograms of plutonium.
The IAEA is also scheduled to conduct verification activities on high-enriched uranium transferred from Kazakstan to the United States in 1994 under "Project Sapphire." Finally, the United States is working to place its gaseous diffusion plants under IAEA safeguards as well.

The initial priority of the IAEA, upon resumption of its verification activities in Iraq, was "reconnaissance": the re-establishment of its knowledge of Iraq's nuclear capabilities, including confirmation of the locations of major equipment, of nuclear material and significant non-nuclear materials, and of key technical personnel.
For example, in the case of the two interviews which the IAEA requested be conducted in private, the individuals to be interviewed requested the presence of an Iraqi government observer.
In response to IAEA questioning, the Iraqi authorities indicated that unsuccessful attempts had been made in 2001 and 2002 to procure high-strength aluminium tubes in connection with a programme aimed at reverse engineering 81-millimetre rockets.

IAEA inspectors said efforts to resolve one of the biggest mysteries about Libya's program were complicated by statements from one Libyan, who said the uranium came from North Korea, and from another who pointed the finger at Abdul Qadeer Khan, Pakistan's top nuclear scientist.
Throughout the IAEA report, which was written ahead of the agency's Sept. 13 board meeting, Libya is praised for providing inspectors with access to facilities and responses to inquiries.
Khan also is expected to feature prominently in an IAEA report due this week on Iran, which maintains that its equipment is for use in a program designed to produce energy, not weapons.

The IAEA is responsible for validating that NPT states-parties are complying with the treaty, which bars all states except China, France, Russia, the United Kingdom, and the United States from acquiring nuclear weapons.
To close the "undeclared facilities" loophole, the IAEA initiated a safeguards improvement plan known as "Program 93+2." The plan's name reflected the fact that it was drafted in 1993 with the intention of being implemented in two years.
The essence of the Additional Protocol is to reshape the IAEA's safeguards regime from a quantitative system focused on accounting for known quantities of materials and monitoring declared activities to a qualitative system aimed at gathering a comprehensive picture of a state's nuclear and nuclear-related activities, including all nuclear-related imports and exports.

The previous consolidated reports of the Director General of the IAEA were circulated as document S/1996/261 on I I April 1996, as document S/1996/833 on 7 October 1996, as document S/1997/297 on 11 April 1997, as document S/1997/779 on 8 October 1997 and as document S/1998/312 on 9 April 1996.
Until 5 August 1998, the IAEA and UNSCOM continued their implementation of a joint programme of inspection of Iraqi sites which are deemed to have capabilities suitable for conducting work on some aspect of weapons of mass destruction, notwithstanding the lack of evidence or indication of such work.
IAEA experience indicates that the goal of accurate and complete declarations will only be achieved if Iraq assigns additional, technical personnel resources to this task.

After the IAEA failed to keep tabs on Iraq back in the late 1980s, largely because the institution used to inspect only facilities declared by its state members, the agency's treaty was supplemented with some Additional Protocols "that provides (sic) for tougher snap inspections not limited to declared nuclear facilities."
IAEA chief Mohammed ElBaradei, for example, has repeatedly called to have the nuclear fuel cycle placed under international control to prevent further proliferation.
This is all pretty important since even the Bush administration relies upon the IAEA to keep tabs on "axle of evil" (this is my new favorite phrase) members Iran and North Korea.

In accordance with paragraph 16 of resolution 1051 (1996), the Director General of the IAEA is requested to submit consolidated progress reports every six months to the Security Council, commencing 11 April 1996, on the Agency's verification activities in Iraq pursuant to paragraphs 12 and 13 of resolution 687 (1991) and other related resolutions.
The IAEA continues to carry out its work in connection with the notifications expected to be provided to it by States pursuant to Security Council resolutions which require them to notify the IAEA of relevant exports to Iraq, taking into account the Export-Import Mechanism approved by the Council in resolution 1051 (1996).
The IAEA provided these updates in the form of a report (Update Report for the Security Council pursuant to resolution 1441 (S/2003/95), dated 27 January 2003) and oral statements to the Security Council by the Director General (on 19 December 2002, 9 January 2003, 27 January 2003, 14 February 2003 and 7 March 2003).

The IAEA web redesign team were under no pressure to do anything special, but chose to do the "right thing" and implement their site's redesign using web standards.
As was discussed previously in webgraphics, perhaps some of the markup in the IAEA's site is not pure semantic and correct in that regard, and still a bit muddled in the presentation, but the Agency should be applauded for plunging into the deep waters in which the typical webgraphics reader is already treading.
To me, it is a wonderful thing that the IAEA has undertaken to make their website an example for others to follow.

The Pakistan Mission in Vienna contacted the IAEA spokeswoman, Ms Melissa Fleming, to seek clarification on the remarks attributed to her in a press report on Friday, the sources said.
The IAEA spokesperson was also told that authorities in Islamabad found it odd that she chose to single out Pakistan in her press comments at a time when the IAEA was holding consultations with several countries.

 U.S., IAEA Negotiate Sending Teams to Iraq
The negotiations apparently began one day after IAEA General Secretary Mohamed ElBaradei issued a statement saying he was concerned that "nuclear and radioactive materials may no longer be under control" in Iraq, particularly at the Tuwaitha Nuclear Research Center 30 miles south of Baghdad.
An IAEA spokesman said in a telephone interview from Vienna that agency teams in Iraq in January for their last survey had compiled a detailed inventory of what was at Tuwaitha.
The IAEA spokesman said yesterday that the IAEA teams that were being prepared to return to Iraq were trained to not only examine what remains at the site and what is missing, but also to try to determine where the missing items went.
