Israel Aircraft Industries or IAI is Israel's prime aerospace and aviation manufacturer, producing aerial systems for both military and civilian usage.
In addition to local construction of fighter aircraft, IAI also builds civil aircraft (for Gulfstream, on the G100/G150 and G200) and performs local maintenance of foreign-built fighters.
Although the IAI main focus is aviation and high-tech electronics, it also manufactures military system for ground and naval forces.

Pioneer won and the Navy selected AAI Corporation in the United States to build this UAV.
Pioneer airframe consists of a twin-tail boom fuselage with two vertical stabilizers on the tail and a conventional wing and stub fuselage mounting a pusher engine.
Landing was particularly difficult because operators were attempting to fly the Pioneer into a small target at a precise airspeed, altitude, and angle-of-attack, without benefit of the visual, tactile, aural cues available to conventional pilots.

In 1985, the U.S. Navy conducted a fly-off for a short-range ship-board reconnaissance UAV between the Pioneer and the Pacific Aerosystems Heron.
