  IANA, Internet Assigned Numbers Authority
The IANA is housed at the University of Southern California's Information Sciences Institute, where it manages a diverse database of Internet Protocol parameters and values for the ICANN, from port assignments to IETF XML URIs, ensuring they are assigned correctly and uniquely.
IANA was run by Jonathan Bruce Postel for thirty years until he passed away in 1998.
IANA's birth can be traced to 1969, when Postel first started keeping lists of network protocol numbers on a scrap of notebook paper.

Al-Hussayen's indictment notes that IANA's proselytization activities included the "dissemination of radical Islamic ideology the purpose of which was indoctrination, recruitment of members, and the instigation of acts of violence and terrorism." Backed by the Saudis, IANA has become a glorified al Qaeda recruitment center.
Another of IANA's websites, Islamway.com, advertised for the Saudi charity, Al-Haramain, which had two of its branches raided in Bosnia and Somalia for supporting al Qaeda and is an entity being sued by the 9/11 Families United to Bankrupt Terrorism.
IANA and several other organizations like it are still active in the United States and will no doubt continue their propaganda programs and their incitement to drive individuals to commit terrorist attacks, unless concerned citizens refuse to legitimize these organizations and expose them.

It is incumbent on ICANN, IANA, and NTIA to justify to the community of internet users that a proposed change to DNS is safe and that its deployment will be carefully monitored and that there are contingency plans should the unexpected happen.
ICANN, IANA, and NTIA ought to establish a clear mechanism to publish notice of such changes, to scientifically inquire into the effects of such changes, and to safely deploy such changes.

  Testimony of Jon Postel
Since IANA, in addition to participating in every IFWP meeting, also produced its own multiple draft documents, posted them publicly and sought comments on them from anyone, these critics argue that the IANA effort was an attempt to undercut the only "true" public process.
The fact is that IANA participated in every one of the IFWP meetings, and in addition communicated in person, by telephone, by e-mail and through the receipt of literally hundreds of comments from people and organizations representing every conceivable Internet constituency.
Both NSI and IANA concluded that the only intelligent way to obtain consensus was to see whether we could combine the two drafts in a way that would attract support from all stakeholders.

Internet Assigned Numbers Authority - Wikipedia

The situation is messy because, while the IANA was the implementor of the IAHC process that threatens the livelihood of Network Solution's control of the.com top level domain name, IANA also depends on NSI to run the key data bases that feed the DNS root servers and to fund the start up expenses for ARIN.
To complicate things further IANA, through the IAHC process, is firmly allied with ISOC and some believe with ITU - an alliance that is generally unpopular within the commercial Internet community and one of the major reasons why the majority of that community is believed to favor the US government intervention.
If IANA did not back down, its only choice would be to go public and explaining the situation in a post to the Internet, give the location information for the new root zone and ask all DNS operators to update the root.cache files on their machines immediately.
