Another not-really-a-country with a country code is the Palestinian Authority, with.ps (they used to have a site at gov.ps, but it hasn't worked lately, maybe because of all the problems they've been having at their headquarters these days).
Since some of the country codes are two-letter words in English or other languages, this has been taken advantage of by various people who have set up "redirection services" under addresses like go.to, here.is, i.am, start.at, or for Spanish-speaking people, pagina.de and espacio.de.
In 2001, the.au country code domain (Australia) was taken away from its long-standing operator, an individual associated with a university, and given to an Australian nonprofit group founded to operate that domain.

The procedures followed by the IANA in handling these requests (effective 31 March 2003) are described in Procedures for Handling Requests by ccTLD Managers to Change Nameservers.

Internet Assigned Numbers Authority - Wikipedia, the free encyclopedia
Prior to the establishment of ICANN for this purpose, IANA was administered primarily by Jon Postel at the Information Sciences Institute at the University of Southern California, under a contract USC/ISI had with the United States Department of Defense, until ICANN was formed to assume the responsibility under a United States Department of Commerce contract.
IANA administers the data in the root nameservers, which is the top of the hierarchial DNS tree.
IANA was established informally as a reference to various technical functions the Information Sciences Institute performed for the United States Department of Defense Advanced Research Project Agency on the ARPANET.

The IANA is the name for the function for the allocation and assignment of various identifiers needed for the operation of the Internet, which function was assigned by DARPA to the Information Sciences Institute (ISI) of the University of Southern California pursuant to contracts between DARPA and ISI.
Simply stated, IANA and NSI (as operator of the Internic) have maintained a consultative and cooperative relationship in the management of the DNS, as was expected and indeed required under the NSF/NSI Cooperative Agreement.
IANA fully expects this cooperation to continue and would be astounded if NSI were to adopt any policy or take any action inconsistent with this principle.

Country code standards are a reflection of world events and international politics.
Because in the context of ISO 3166-1 the European Union is not a country.
If the countries making up the European Union should at some time in the future decide to give up their sovereignty and form a new country, ISO 3166-1 country codes will be assigned.

Three-digit numerical codes for countries are also specified by ISO 3166; these codes are actually provided by the United Nations Statistical Division.
ISO 3-alpha codes are not posted to the Internet by ISO; the codes shown are from the United Nations, Country and Region Codes for Statistical Use, which also provided the numerical codes.
Vehicle codes are from the Transport Division of the UN Economic Commission for Europe; I have omitted several vehicle codes which appear to be obsolete because they refer to previous names of the territory rather than the present name.

 Banal Nationalism and the Internet
While the U.S. does have a country code (".us"), the original internet did not extend outside of the U.S.; domain-names ended with a designation of internal boundaries (not physical ones -- the distinctions were between commercial, non-profit, educational, military, and governmental organizations).
See, for example, two typical letters, one in alt.gothic and another in rec.games.video.sony, two 'cliquey' newsgroups, where the welcome or lack thereof of AOL immigrants is discussed.
Many people, not content to signal their geographic location through an email code, state their country in their.signature (sig) -- which is, again, rendered a banal statement by the nature of the.signature file.

The IANA function currently operates under a U.S. Government contract awarded to the Information Sciences Institute (ISI) at the University of Southern California's School of Engineering.
For example, the IANA coordinates the generic top-level domain names designated by Internet suffixes such as "com", "edu", and "org"; and manages the country code top-level domains, such as "jp" for Japan and "fr" for France, by delegating them to name registries in each country.
"While it is planned that the IANA initially will be incorporating as a separate company in the United States, offices subsequently may be added in other locations, particularly in other countries, as necessary to carry out IANA's mission." The organization plans to move from the University of Southern California to its own offices.

The TCP/IP Guide - DNS Geopolitical (Country Code) Top Level Domains and Authorities
In this hierarchy, every country of the world is assigned a particular two-letter code as a top-level domain, with a specific authority put in charge of administering the domain.
To remain neutral, IANA’s ccTLD codes are taken directly from the standard country abbreviations maintained by the International Organization for Standardization (ISO) in ISO standard 3166-1.
When a country is recognized by the ISO and a code assigned to it on this list, IANA creates it as a top-level domain.

IANA plays a central role in the management of the domain-name system to support and implement the community consensus about the appropriate overall structure of the system.
In addition, IANA coordinates Internet numeric addresses, such as "," by delegating management of address blocks to registries.
"IANA will be transitioning within an evolutionary, not revolutionary, model -- guided by the community consensus that has served it successfully in the past," says Jon Postel, the ISI research scientist who largely created the Internet's domain name system and has headed IANA since the Internet's inception.

ICANN awarded net adminstration until 2011 | The Register
The US government arm that decides the contract, the National Telecommunications and Information Administration (NTIA), made noises about moving the contract to a different party in a "request for information" in February, but it was largely seen as a way of applying pressure to ICANN to improve its frequently criticised procedures.
But perhaps the most important change to the contract has been the inclusion of wording that makes it clear that there is a separation between IANA function and the policy role that ICANN plays - a connection that ICANN has actively sought to blur to the vocal irritation of others.
The decision was also welcomed by one of the organisations most vocal about their concerns over IANA.
