Another not-really-a-country with a country code is the Palestinian Authority, with.ps (they used to have a site at gov.ps, but it hasn't worked lately, maybe because of all the problems they've been having at their headquarters these days).
Since some of the country codes are two-letter words in English or other languages, this has been taken advantage of by various people who have set up "redirection services" under addresses like go.to, here.is, i.am, start.at, or for Spanish-speaking people, pagina.de and espacio.de.
In 2001, the.au country code domain (Australia) was taken away from its long-standing operator, an individual associated with a university, and given to an Australian nonprofit group founded to operate that domain.

The IANA is responsible for receiving and acting on requests by the designated ccTLD managers to change information (name and IP address) about the ccTLD's nameservers in the root zone.

The IANA is the name for the function for the allocation and assignment of various identifiers needed for the operation of the Internet, which function was assigned by DARPA to the Information Sciences Institute (ISI) of the University of Southern California pursuant to contracts between DARPA and ISI.
Simply stated, IANA and NSI (as operator of the Internic) have maintained a consultative and cooperative relationship in the management of the DNS, as was expected and indeed required under the NSF/NSI Cooperative Agreement.
IANA fully expects this cooperation to continue and would be astounded if NSI were to adopt any policy or take any action inconsistent with this principle.

The US government arm that decides the contract, the National Telecommunications and Information Administration (NTIA), made noises about moving the contract to a different party in a "request for information" in February, but it was largely seen as a way of applying pressure to ICANN to improve its frequently criticised procedures.
But perhaps the most important change to the contract has been the inclusion of wording that makes it clear that there is a separation between IANA function and the policy role that ICANN plays - a connection that ICANN has actively sought to blur to the vocal irritation of others.
