	IASC (Inter-Agency Standing Committee) - The Primary Mechanism for Inter-Agency Coordination of Humanitarian Assistance
		The IASC was established in June 1992 in response to United Nations General Assembly Resolution 46/182 on the strengthening of humanitarian assistance.
		Under the leadership of the Emergency Relief Coordinator, the IASC develops humanitarian policies, agrees on a clear division of responsibility for the various aspects of humanitarian assistance, identifies and addresses gaps in response, and advocates for effective application of humanitarian principles.
		According to General Assembly Resolution 46/182, the IASC should be composed of "all operational organizations and with a standing invitation to the International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent Societies, and the International Organization for Migration.

		The IASC measures seven types of "self-related" psychological difficulties, such as identity problems, affect dysregulation, and interpersonal conflicts, often considered to reside diagnostically on Axis II of DSM-IV.

	U.S. Participation in IASC - Arctic Ecology Laboratory

		The assessment of an individual IASC standard should be based not only on recognition and measurement requirements, but also on disclosures, and it should look not only to the "fl letter" standards, but also to the "gray letter" background and implementation guidance contained within the standard.
		We believe this evidence suggests that the potential quality of IASC standards is diminished because of the existence of explicit and implicit alternatives within those standards and because a lack of implementation guidance contributes to ambiguity about their appropriate application.
		In addition, when the IASC set the core standards, it had not yet adopted a standard-setting structure and process that embodied all of the characteristics identified by the SEC in the Concept Release as necessary to be an effective high-quality standard setter.

	Facts: Concept Release on International Accounting Standards
		The SEC staff sought, during the development of the IASC standards, to identify issues based on the assessment criteria articulated in a 1996 Commission press release: the comprehensiveness of the standards; whether they would require comparable, transparent reporting with full disclosure; and whether the standards would be rigorously interpreted and applied.
		The purpose of the release is to obtain feedback from domestic and foreign parties regarding both acceptance of IASC standards and the broader issue of shaping a global financial structure for increasingly globalized capital markets.
		The release seeks to identify what important concerns would be raised by acceptance of IASC standards; and then asks for comment on whether the Commission should modify its current requirement for all financial statements to be reconciled to U.S. The release emphasizes a desire to gain knowledge of respondents' first hand experience with IASC standards.
