The IBM 1711 Data Converter was part of the IBM 1710 process control computer.
The 1711 contained an analog to digital converter that accepted signals from the IBM 1712 Multiplexer and Terminal Unit that were between -50 millivolts and +50 millivolts and converted them into signed, 4 decimal digit numbers that were stored in the 1710's core memory.
The 1711 featured a real time clock that could place the current hour and minute into storage, again as a 4 digit number.

The IBM 1620 was a general-purpose, stored-program data processing system for small businesses, research and engineering departments of large companies, and schools requiring solutions to complex problems in the areas of engineering, research, and management science.
A 1711 Data Converter model 1 connected to a 1620 Data Processing System simplified collection and analysis of analog data without off-line conversion units.
With the 1711 model 2 and 1712 Multiplexer and Terminal Unit connected to the 1620, the computer not only received data from analog measuring devices, but fed results through the 1711/1712 to control processes by closing contacts which completed circuits to the instrumentation for closed-loop process control.

Possibly a derivation of PL/1 or an IBM internal language called PL/S. Portions of the MVS operating system are written in PL/S. I don't have good conformation of the exact details of VRM, nor good documentation of some of the interfaces, other than in the VRM Device Support and VRM Programming reference manuals.
Originally from IBM, but most academic instutions that have RT systems and Berkley source liscenses were able to get the full source.
Some academic instutions still have IBM service contracts in effect, and some support may be available via the SE in charge of the account.

IBM is putting billions into Open Source, which could be a very powerful attack on Microsoft's operating system dominance.
They probably figure that IBM will embrace Linux long enough to hurt Microsoft substantially, and then come out with proprietary enhancements (supported by workarounds of the various Open Source licenses) that can crush the Open Source customers to any degree IBM feels like.
IBM has always done what is in its best interests - it could care less about Linux and Open Source.
