Performance exceeding 1GHz is achieved at acceptable power levels using mostly static, custom-designed CMOS circuits for the dataflow.
The circuits are designed to be fabricated in IBM's 0.18 CMOS 8S2 Silicon-on-Insulator technology with 7 levels of copper wiring.

While IBM knows it cannot have a Power processor in every device along that spectrum, it wants its fair share, and now, after its experience with Java and Linux, it wants to make the Power processor family an open standard that is easy to license and adapt for myriad uses.
IBM was quite vague on how this Power chip community might work, but the company was clear about one thing - it would absolutely retain control over the Power instruction set to ensure that applications would remain compatible across the wide range of 32-bit and 64-bit Power processors.

Earlier today in New York, IBM hosted a big media event--the first of its kind for the company--to unveil their latest plans for using the PowerPC architecture (now just known as POWER) to achieve world domination.
The centerpiece of the event was IBM's announced "opening" of the POWER architecture, which is a combination of expansive licensing and a set of freely available tools for designing POWER-based microprocessors.
IBM will still control the PPC instruction set, at least insofar as the various POWER derivatives are concerned, and the POWER derivatives will all build on IBM's basic designs.
