IBOC stands for In-Band-On-Channel, which is a generic term for a way of getting from analogue to digital without an interruption in service.

IBOC FM must be 99 percent compatible with the current FM stations or it's back to the drawing boards.
IBOC AM has to exceed FM and not simply be "FM-like." If all of the efforts spent on IBOC were instead directed at complex DSP algorithms, AM noise-blanking systems, diversity antennas and AMAX quality receivers, then analog radio would exist and thrive with even higher quality than it does today.
IBOC must be a factor of ten better than analog in order for the general marketplace to want it.

Remember that from the point of view of these stations, IBOC has not even been implemented yet, and there is zero expectation that the public "has a clue" about it.
I believe the marketing strategy is to have it up and running, with the bugs worked out (as far as that can be done, from their POV) and then, unleash the big ad campaign and un-cork the receivers into the marketplace.
Listeners (not DXers) who care to write their _local_stations_ who are using IBOC, with comments about the signal quality etc., probably have a good chance of having those letters noticed by station management.
