Although CSS 2.1 and CSS 3 are not technically web standards yet because they haven't reached the Recommendation status, the detailed sections have at some point reached Candidate Recommendation status, which is the stage during which web browsers are supposed to begin implementing support.
The first version of the stand-alone web browser that eventually became Firefox was released September 23, 2002, and that was essentially an isolated component of the Mozilla Application Suite, whose core engine had been in development since 1997 to overhaul the original Netscape engine developed in 1994.

Web pages are accessed by a Web browser through the HyperText Transfer Protocol (HTTP) and are written in a HyperText Markup Language (HTML).
Nevertheless, many Web page designers want more control over how their pages will be rendered, and therefore use physical markup tags (much to the chagrin of HTML purists).
Other browsers are full-fledged graphic interface programs that can take advantage of all the multimedia features of the Web (like in-line images, audio, video), as well as higher-level HTML features (frames, tables, etc.).
