 N C H S - Mortality Data - International Classification of Diseases, Tenth Revision (I C D-10)
ICD has been revised periodically to incorporate changes in the medical field.
The reported conditions are then translated into medical codes through use of the classification structure and the selection and modification rules contained in the applicable revision of the ICD, published by the World Health Organization (WHO).
These coding rules improve the usefulness of mortality statistics by giving preference to certain categories, by consolidating conditions, and by systematically selecting a single cause of death from a reported sequence of conditions.

 Changes from ICD-9 to ICD-10
Nota Bene: ICD revisions do not affect the total number of deaths or "deaths due to all causes," as this number is determined simply by the number of recorded death certificates, but they affect the size of the cause-of-death "slices" in the total-number-of-deaths pie.
In general, the net effect between the two ICD revisions for specific causes of death may be 99 percent or more comparable, whereas others may be 70 percent or less.
These changes are the latest episode of periodic revisions to the International Statistical Classification of Diseases and Related Health Problems (ICD) as the understanding of diseases, their etiology and their classification changes.

Main changes in ICD-10 by Chapter
Within the Chapter, increases of less than 10 per cent for both males and females were seen for hernia, diseases of the liver and alcoholic liver disease.
Significant changes within the Chapter are seen for intestinal infectious diseases, with a 34 per cent increase for females and a 22 per cent increase for males, and for septicaemia, with a 13 per cent increase for females and a 10 per cent increase for males.
Suicide and homicide are based on verdict, and so have not changed significantly between ICD revisions.

 ICPC
ICD can be considered to be at the core of a "family" of disease and health-related classifications.
ICD was not designed to be used in primary care settings and cater for its classification needs.
The tenth revision of ICD uses an alphanumeric code with a letter in the first position and a number in the second, third and fourth positions.

 The Importance of ICD codes
Additionally, ICD codes are used in research projects and for keeping statistics on that disease, illness, syndrome, and/or procedure.
For instance, by the US government deleting Fibromyalgia Syndrome as a diagnosis in 1999, up to 10 million Americans with this syndrome are no longer being accounted for by insurance carriers and the government.
There is the "master" WHO ICD manual and then a separate one prepared by each country.

 Modelling ICD-10-AM
Many countries use WHO ICD-10 diseases with ICD-9-CM procedures, some with ICPM translated or updated from its 1978 version.
This has meant that ICD-10 has an unwarranted reputation for unseemly bundling of ‘NOS’ and ‘NEC’ terms and rubrics such as Other specified diseases of liver.
If ICD classifications were modelled, the relationships between terms and classes would be more explicit, and inform processes such as mapping, new classification development and creation of specialised subsets of classifications, not to mention extraction of clinical terms from electronic health records for multiple uses.

This second edition of ICPC has been prepared for two main reasons; to relate it to the 10th edition of ICD, ICD-10, published by WHO in 1992, and to add inclusion criteria and cross referencing for many of the rubrics.
Sometimes these are an exact one-to-one match, but more often there are several ICD codes for an ICPC-2 rubric, and sometimes there are several ICPC-2 codes for a single ICD-10 rubric.

Because the structure of ICD-10-CM is radically different from that of the ninth edition, there is and will be a large learning curve, both in the impact of ICD-10 on the entire healthcare enterprise and in the medical coder's skill sets and knowledge.
Federal legislation regarding the privacy and portability of health insurance called the Health Insurance Portability and Accountability Act (HIPAA) created the need to replace the outdated, obsolete 9th edition of the ICD because it does not meet HIPAA standards in the area of electronic transactions and code sets.
Electronic transactions and code sets, also called Electronic Data Interchange (EDI), enables employers, doctors, and hospitals to submit insurance claims to insurance companies for reimbursement using the internet.
