  ICEM - Asia-Pacific Energy Unions Urge Burma Pull-Out
A voluminous new ICFTU file, sent to the ILO last week, documents still more cases of forced labour relating directly to the building of the gas pipeline linking Burma and Thailand and the construction of tourist infrastructure.
Oil, gas, electric power and coal mining unions attending the ICEM Asia-Pacific Regional Energy Conference on November 20-21 in Bangkok, note with alarm the decision of the military rulers in Burma to cease all cooperation with the International Labour Organisation (ILO).
Organising is a priority, and efforts will be made to build stronger unions and to consolidate union structures.

The ICFTU African Regional Organisation (ICFTU-AFRO) is a regional organisation of the International Confederation of Free Trade Unions, representing trade unions fom countries in Africa.
The ICFTU-AFRO held its first congress in 1957, but the current organisation was not fully formed until 1993.
The organisation has six main departments, handling conflict resolution, economic and social policy, education, gender and equality, HIV/AIDS, and humand and trade union rights.

Asia has had a few examples of women becoming heads of state, beginning with Sirimavo Bandaranaike, who became Prime Minister of Sri Lanka in 1960, 1970 and then again in 1994.
International migration within the changing global and regional divisions of labor has to be looked at from a gender perspective, given the trend towards the feminization of migration in some of the more significant labor-sending countries.
Initiatives to promote democratic functioning of the trade union organisations in such a way that women are commensurately represented in decision-making bodies, that the status of women’s committees is strengthened, that these will be chosen by women and that their position is defined in constitutional terms.

Membership is open to bone fide trade union organisations, that are independent of outside influence, and have a democratic structure.

Jobless youth in Asia and the Pacific make up over 50 per cent, or 33 million young people, of the global figure of the 66 million young men and women who are unemployed.
Youth unemployment in Asia and the Pacific was the key topic of a three-day tripartite regional meeting held in Bangkok on February 27-March 1st.

This is not the place to go into a comprehensive analysis of ICFTU policy with respect to China, which has been in the main consistent with the principles declared in its own constitution.
The report appears to confuse the difference between an organisation where workers organise themselves to act in their own interest, and some other type of organisation where management or the state organise workers in order to prevent them from acting in their own interest.
Many will see the increasing influence of the ACFTU on organisations such as ICFTU-APRO as justification of the policies of their leadership and its willingness to serve as a tool of both the Chinese Communist Party and the government.

On 8-9 October 2004 some 20 parties and organisations from the Asia-Pacific region and beyond gathered in Phnom Penh for a meeting of the Socialist International Asia-Pacific Committee, the first SI gathering in Cambodia, which was hosted by the Cambodian People’s Party.

There was agreement to establish an ‘International Federation of Labour Organisations concerned with Workers’ Education’, but sadly the initiative stalled, almost certainly as a consequence of the retreat of labour with the onset of economic depression and the progressive rise of fascism and militarism in Europe and beyond.
The first of the regional bodies was soon established for Europe, to be followed within three years by regional operations in Africa, Asia and the Pacific, and Latin America.
The Global Network organises education programmes for workers on the effects of international trade policies and government and employer actions on workers’ rights; builds transnational coalitions between unions, NGOs, and broader labour and social movements; and engages with governments, international institutions and transnational corporations to advance workers’ rights in the global economy.

The International Labour Organisation's Convention 87 which grants workers the right to organise themselves into trade unions, provides international recognition of trade union rights, yet almost one third of the world’s countries (61 out of a total of 190) have refused to ratify it.
This is a staggering number, says the ICFTU, considering that the Convention, which was adopted in 1948 is the one on which all other union rights are based.
