Opened in 1974, the IDS Center (or IDS Tower; in its first years its name was officially spelled IDS Centre; at the time the europeanism was supposed to reflect the tower's role in catapulting Minneapolis into its present status as a world-class city) is the tallest building in Minneapolis, Minnesota at 792 feet (241.4 m).
The IDS became the tallest building in Minneapolis when it surpassed the height of the 30-story Foshay Tower in 1972 while under construction, ending that building's 43-year reign over the city skyline.
As area journalists reported on the sale of the IDS Center to the John Buck Company in 2004 and the death of designer Philip Johnson in 2005, they came face-to-face with the fact that the roof of the tower was one foot lower than its neighbor.

The KPXM Tower (formerly KXLI Tower) is the tallest structure in Minnesota, a guyed aerial mast rising 1505 feet (458.72 meters).
The tower was completed in 1997 and is property of Paxson Minneapolis (now a division of ION Media Networks, the owner of the i network).

if I remember right when the IDS center was built, it was built with the provision that it would remain the tallest building in Minneapolis for 20 years or until 2003 or something...In any case, I'm pretty sure this restriction just expired, allowing taller buildings to be constructed.
The reason US Bank Place and the Wells Fargo Building are a foot or two shorter then the IDS building is a homage by the architects both to the local cultural significance of the IDS building (our first modern skyscraper, and a quite remarkable one) and to the sensibility of the local population.

So now that the IDS isn't the tallest building, what is? 225 South Sixth, (the building with the halo) comes in at the real first place, then followed by the IDS, therefore followed by the Wells Fargo building, which is the tannish rectangular building.
IDS gets honorary tallest in my book, because the architect of 225 South Sixth lied about the height (he said it was 1 foot shorter than the IDS building) because people didn't want a taller building.
I have been on the roof of the IDS for the July 4th fireworks and can confirm that the IDS building is the tallest building in the state of Minnesota.
