  IFLA Officers Handbook - continued
IFLA is a multilingual organization, therefore it is important that IFLA Conference papers are available in as many of the IFLA working languages (English, French, German, Russian and Spanish) as possible.
IFLA Adopted resolutions on permanent paper in 1898 and 1991 and subsequently, through the efforts of its Section on Preservation and Conservation and the PAC Core Programme, contributed to the development of the UNESCO Resolution on Permanent Paper which was adopted in November 1997.
IFLA is overseen by an Executive Board, which has the full powers of administration and management, in so far as these do not lie with the Council, and which are subject to the prerogatives of the Council.

 65th Annual IFLA Conference [Conference Report]
This was my second IFLA conference, and, just as I remembered from nearly a decade earlier, the experience was one of enormous hospitality from the host country and great emphasis on global issues.
IFLA program sessions were plentiful and I attended some wonderful sessions on library instruction, art libraries, library automation and was always trying to decide when I would do my sightseeing.
IFLA special events programming did not disappoint as post-conference trips to the original royal palace at Ayutthaya and my taking an optional trip to Chiang Mai in the north, added a dimension to my impression of Thailand.

One of the joys of IFLA is meeting librarians from everywhere, speaking a plethora of languages, in colorful national dress, exchanging successes and challenges about their own libraries.
IFLA is participating in the planning of the conference.
IFLA also sponsored a presentation by Jean Marie Arnoult who was asked by the United Nations to visit Iraq and help evaluate the damage done to libraries and museums by the Iraq war.

The International Federation of Library Associations and Institutions (IFLA) held its 69th IFLA General Conference and Council in Berlin, Germany, from August 1 to 9, 2003.
Berlin was certainly a great venue for the 2003 IFLA meeting, which this year was renamed "World Library and Information Congress," a title that is catchier and more likely to attract potential participants across the library planet.
The comment by IFLA officials was that Sections could do more work during the year, such as projects and satellite workshops, to make themselves more visible in the recently expanded number of Sections.

The IFLA owes its efficiency and effectiveness to founder Eliezer Jaffe, the Cleveland native who has become, over his 45-year career, one of Israel's foremost experts in social work and philanthropy.

IFLA ILL vouchers make it easy for libraries to pay and be paid for international interlibrary loans.
With the move of the IFLA voucher program from the British Library to IFLA headquarters in The Hague, vouchers are now only available in Euros.
While IFLA requires a minimum purchase of EUR 100 worth of vouchers, libraries in the United States may purchase as many or as few vouchers as they need through BCR and have the cost billed to their monthly invoice.

I attended IFLA as one of the 30 ‘Fellows,’ part of the Fellowship of the America's program sponsored by ALA and IFLA.
Kay Raseroka, IFLA President, mentioned her support for the NPDG in her opening speech and introduced the group at the meeting.
IFLA’s committees are opening up to young librarians who have worked hard and demonstrated expertise in their specific areas.  It is readily obvious that there’s a truly worldwide interest in new librarians and their work within professional organizations.

This invitation only meeting is the third in a series of regional meetings of cataloguing experts and rule makers, planned by the IFLA Cataloguing Section.
The first meeting (for Europe) was held in Frankfurt, Germany in July 2003 and was followed by the second meeting (for Latin America/Caribbean) held in Buenos Aires, Argentina in 2004.
This meeting is co-sponsored by IFLA, the King Adulaziz Public Library, OCLC and The Library of Congress.

The genesis for the IFLA study evolved from a series of recommendations that grew out of the deliberations of an influential seminar on bibliographic control held in August 1990 in Stockholm, Sweden.
We are pleased to report that IFLA has in fact decided to mount a study in the area of authority control, and this will be described in greater detail shortly.
IFLA soon discovered, however, that it would be too costly and complex to implement such a system with the resources and technology then available.

 ALA | ALA Council adopts report on Cuba at Midwinter Meeting in San Diego
ALA and IFLA members and staff confirmed in discussions with the Cuban dissidents who opened private libraries, that these individuals did not consider themselves librarians, but described themselves as "political dissidents."  Both the IFLA and ALA reports reiterated that individuals in Cuba should be able to collect and have access to information regardless of frontiers.
ALA supports IFLA in its call for the elimination of the U.S. embargo that restricts access to information in Cuba and for lifting travel restrictions that limit professional exchanges.  ALA also supports IFLA's call for the U.S. government to share information widely in Cuba.
ALA joins IFLA in its deep concern over the arrest and long prison terms of political dissidents in Cuba in spring 2003 and urges the Cuban Government to respect, defend and promote the basic human rights defined in Article 19 of the United Nations Universal Declaration of Human Rights.

 IFEX :: IFLA/FAIFE alarmed over closure of libraries
The International Federation of Library Associations and Institutions (IFLA) strongly protests the closure of libraries in Turkmenistan and its impact on freedom of access to information and freedom of expression in the country.
The International League for Human Rights, the International Helsinki Federation for Human Rights and the Memorial Human Rights Center are appealing to the UN Commission on Human Rights to address the continuing human rights violations in Turkmenistan.
IFLA declares its support for this appeal and urges the Turkmen Government to reopen libraries, restock them and provide free Internet access and support their staff in order to provide unrestricted access to information in accordance with Article 19 of the Universal Declaration of Human Rights.

As this year's Ifla Express 4 newsletter put it, 'The Ifla conference is a kaleidoscope of overlapping events: the exhibition, the Council, business meetings, conference papers, plenary sessions, workshops, poster sessions, cultural events, caucuses, receptions and, of course, opportunities for networking'.
