  Intergovernmental Authority on Development (IGAD)
The leading principles of IGAD are stipulated in the agreement establishing IGAD and are consistent and contribute to principles of both the United Nations and the African Unity.
IGAD aims and objectives include promoting peace and stability in the subregion and creating mechanisms within the subregion for the prevention, management, and resolution of inter-State and intra-State conflicts through dialogue.
For the medium-term, IGAD is seeking to build capacity in the areas of conflict prevention and the alleviation and mitigation of humanitarian crises.

 Somali :IGAD to delay deployment of peacekeepers
"IGAD's charter does not cater for troop deployment, and therefore efforts are underway to have it amended," a senior Uganda government official who preferred anonymity told IRIN on Monday.
IGAD defence chiefs in March adopted a plan to deploy 10,000 peacekeepers to Somalia beginning on 30 April, a move that attracted fierce opposition from several Somali faction leaders.
The source said IGAD was also seeking the blessing of the UN Security Council, which they hoped would give the regional body the mandate required to attract funding from developed countries.

Crucial and worthy as this achievement is, the IGAD Initiative from the beginning was understood to involve a continuing involvement in Sudan that would not end until the terms of the peace agreement were fulfilled and the necessary stability was achieved, because only then could there be confidence that peace would be secure.
The broader international community, and most significantly IGAD, must understand that this objective is an integral part of the peace process and is a core principle of the Machakos Protocol of 20 July 2002 [1].
The countries of IGAD had a clear interest in containing Sudan’s civil war and stopping the spread of political Islam, and with the elevation of President Isias Aferworki of Eritrea and Prime Minister Meles of Ethiopia to power, the organisation had two particularly competent and dynamic leaders ready to assume the task.

IgAD is a complex disorder, and the results of intensive study are beginning to elucidate the genetic loci and molecular pathogenesis of this disorder.
Severe respiratory tract infections occurred in 26% of IgAD subjects, in 24% of subjects with decreased IgA levels, and in 8% of control subjects; however, the incidence of life-threatening infections was not increased.
IgAD is more common in adult patients with chronic lung disease than in healthy age-matched control subjects (International Union of Immunological Societies, 1999).

Although the IGAD initiative was supposed to focus on the south, the Sudanese government delegate was surprised at the start of the second round of the Machakos talks, on 1 September 2002, to find that IGAD had submitted papers on the SPLM demands to tackle the future of the three regions.
The IGAD secretariat, at the demand of the SPLM, postponed the third round of negotiations from 6 January to 15 January 2003, without any previous consultation with Khartoum and without any explanation.
IGAD thus proposed a compromise, setting 22 January 2003 for the resumption of the third round, to start from where the previous negotiations left off.

The Joint IGAD Partners Forum of Ambassadors met in Addis Ababa on 8th of April this month and reiterated their unanimous support to the Somalia National Reconciliation Conference at Mbagathi  (Nairobi), according to a statement issued on Tuesday.
Referring to the concerns voiced by the IGAD Foreign Ministers on the subject of “forum shopping”, the JIPF Ambassadors underlined that the IGAD-sponsored Conference was the sole forum likely to produce comprehensive and sustainable reconciliation in Somalia.
