The IIHF World Ranking is based on awarding points for the final positions in the last four IIHF World Championships and in the last Olympic Ice Hockey Tournament.
The 2005 IIHF World Ranking is thus based on the performance at the 2005, 2004, 2003 and the 2002 World Championship and at the 2006 Olympic Ice Hockey Tournament.
Before each World Championship, a pre-championship report will be released in which the values of the previous seasons are already reduced according to the above-described procedure and where only the points of the upcoming competition need to be added to get the IIHF World Ranking for the year.

Canada boycotted the World Championships for seven years as a result, during which the IIHF moved the championships out of the Olympics in 1972 and 1976 in an attempt to resolve the issue.
The Championships ran the risk of established countries being displaced from pool A by the new teams as they advanced from pool C. As the IIHF depended on advertising revenue derived from the established countries, it decided to expand pool A to accommodate the existing pool A teams plus the new rising teams.
