  International Labour Organization - Wikipedia, the free encyclopedia
Founded in 1919, it was formed through the negotiations of the Treaty of Versailles, and was initially an agency of the League of Nations.
Historically, one of the functions the ILO has performed has been the establishment of international standards for workers' conditions, which have then become the basis for trade union and other activism in individual countries.
The ILO has a specialist programme addressing child labour, the International Programme on the Elimination of Child Labour (IPEC).

The revised ILO Convention on Indigenous Peoples of the ILO (No. 169, of 1989) is an important instrument for the protection of indigenous peoples, including their land rights.
Ratification is a precondition for proper ILO supervision of the application of the Convention in law and in practice by the government.
The ILO and some of its industrialised member countries which have a special interest in the problems addressed by the Convention could be helpful in facilitating this by rendering technical assistance and if necessary help to provide the funds for this.

Athough I know that the ILO is concerned about and involved in the questions of migrant workers, I am not aware that the ILO has the mandate for migration of peoples in any geographical directions - north/south, east/west as claimed by Dr.
Bharat has used for his argument in demolishing or holding the ILO responsible for the 20/80 parity in wealth between the so-called South and North.

The founding countries based the ILO on the independence of the elements in the workplace, the independence of the workers from the government, the independence of the private sector from the government.
Freeman: The ILO currently has a Minimum Age Convention, which sets the minimum age for work, as it implies, but it is not a convention that is designed to force countries to eliminate child labor.
The focus of the ILO analysis will be more on what kind of training is required as a result of technological changes, what kinds of training work and what kinds don't, what retraining works and what doesn't.

 Enforcement of Human Rights through ILO Machinery
Central to the ILO's effort to achieve this goal has been its promotion of the concept of "freedom of association." The idea of freedom of association originally focused on the right of workers to form and join organizations of their own choosing.
In an effort to ensure ILO member states' adherence to the principle of freedom of association, the ILO's Governing Body in 1950 established special procedures and regulations under which complaints of alleged infringements of this right could be examined regardless of what conventions the violating state had ratified.
The ILO may not represent the consummate vehicle for promoting and protecting human rights, but U.S. NGOs are likely to find it an effective medium through which to advance their agendas.

The ILO was established in 1919 by the Treaty of Versailles.
David Morse, director-general of the ILO from 1948 to 1970, says the organization was simply responding to the changing world order brought on by the collapse of the colonial empires which gave rise to the newly independent Third World countries.
The President's Advisory Committee on the ILO is chaired by the Secretary of Labor and includes the presidents of the USCIB and the AFL-CIO, as well as the Secretaries of State and Commerce and the National Security Advisor.

The ILO has requested the government to amend its legislation to ensure that workers’ organizations are allowed to determine themselves whether they wished to join a federation and if so, to enjoy the right to establish and join the federation of their own choosing.
The ILO has said that considering that if there is a change in the relative strength of unions competing for the power to represent workers exclusively for collective bargaining purposes, then it is desirable that it should be possible to review the factual bases on which that power was granted.
The ILO has also requested the government to engage in full consultations with the social partners on the possible amendment of the IRO to resolve the issue concerning the labour judicial system to the satisfaction of all the parties concerned.

During 1998, ISF and ITF concluded their joint review of existing ILO Conventions and Recommendations and at the invitation of ILO have submitted proposals concerning the future ILO maritime work programme which will be considered at a meeting of the ILO Joint Maritime Commission in December 2000.
ILO instruments are usually Conventions, which are binding on those countries which ratify them, or Recommendations, which represent statements of good practice but which are not legally binding.
In 1976, ILO adopted the Merchant Shipping (Minimum Standards) Convention (No. 147) which broke new ground by using a more flexible format for including a number of different labour standards in one Convention, and this has proved to be remarkably successful.

Two years ago, the ILO called on its 174 member countries, worker and employer organizations and U.N. agencies to review all relations with Burma's government to make sure they were not supporting forced labor.
According to details of this past week's debate, the request to the ILO to consider withdrawing the threat of sanctions was formally submitted by Malaysia on behalf of the Association of Southeast Asian Nations (ASEAN), of which Burma is a member.
Francis Maupain, who led several ILO delegations to Burma, said the ILO expects the person appointed as liaison in Rangoon to have wide flexibility in carrying out their duties, including complete freedom of movement.

 Unit 1 - Why an ILO Declaration now?
As a result of its efforts, the ILO influenced the agenda of the 1995 World Summit for Social Development in Copenhagen, where ILO core labour standards were recognized as universal values.
Furthermore, at the WTO Ministerial Conference in Singapore (1996), the Ministers of Trade renewed their commitment to observe internationally recognized core labour standards, made it clear that the ILO was the competent body to set and deal with standards, and affirmed support for the ILO's work in promoting them.
Therefore, the ILO has committed itself to go one step further by adopting the Declaration as a new tool aimed at promoting the principles and rights of the Organization including the ratification and implementation of the core Conventions.
