UNITED STATES INTELLIGENCE COMMUNITY - WHO WE ARE
INR, drawing on all-source intelligence, provides value-added independent analysis of events to Department policymakers, ensures that intelligence activities support foreign policy and national security purposes; and serves as the focal point in the Department for ensuring policy review of sensitive counterintelligence and law enforcement activities.
INR is currently organized into 19 offices that mirror the geographic and functional bureaus of the State Department.
On average, INR -analysts and officers have six years on account and have spent 13 years studying the country or issue for which they are responsible.

Bureau of Intelligence and Research - dKosopedia
The INR currently has only 165 analysts (as of 2004), and is around one tenth of the size of the CIA's analytical arm.
Most of INR's analysts are seasoned (some have been on their accounts for 15 years), many come from academia, and are regarded as experts in their fields.
INR was spared the poor performance review that most other intelligence agencies received, and the panel specifically endorsed the dissent that INR inserted into the National Intelligence Estimate of 2002.

Differences in INR measurements are seen in patients with a high intensity of anticoagulation and in patients who either just started or in whom no stable anticoagulation has been achieved.Abbreviated Abstract.
INR values with the recombinant reagent were significantly higher than with the combined reagent in 8 LA patients (mean DINR ranging from 0.17 to 0.54) of the degree of anticoagulation was overestimated in all but one LA patients with the recombinant reagent when compared to the DINR observed in non-LA patients (-0.64 +/- 0.42).
INR were determined using 8 different thromboplastin reagents on the same automated coagulation instrument.

 GOES INR Compensations
The GOES I-M INR system generates compensation coefficients (by OATS) that are used in real time by the onboard computer of the GOES spacecraft (S/C) in order to compensate for the bus and instruments orbit and attitude deviations.
There are three INR compensations routinely uploaded to the S/C and corresponding three groups of coefficients: IMC, SCC and SMC.
INR Compensation = IMC + MMC + SMC + SCC

Ask Dr. Stephan Moll - INR
If a patient is on warfarin (=coumadin®), I strongly advise him/her to become familiar with his/her INR, ask the physician for the value each time the INR is checked, and record it together with the warfarin (=coumadin®) dosing on a flow sheet (such as a coumadin® booklet or a spreadsheet).
Only talking about the PT and not the INR is not good, because it may lead to a wrong assessment of the warfarin (=coumadin®) effect, since the PT expressed in seconds is not standardized.
INRs in patients with protein S deficiency are just as easy (or difficult) to maintain as in patients who do not have protein S deficiency.

Thus in INR there was no need for the uncomfortable straddling that often confronted the Directors of Central Intelligence, for example, as they tried to paper over the opposing tendencies between analysts and operators on Vietnam within CIA, or as they compromised CIA's ultimate analytical judgments with those of the Pentagon.
INR was in fact the site for important meetings on Vietnam such as the one I convened at White House request at the end of August, 1963, to review what was known by experts inside and outside the government about contingent post-Diem leadership possibilities in Saigon.
INR was also the designated recipient or discussion point for many outside recommendations from researchers or unofficial establishment groups-like the Carnegie Endowment's Bermuda conference group that recommended disengagement from Vietnam in 1967.

 Interactive Fly, Drosophila
The Drosophila homolog of the insulin/IGF1 receptor, InR, is essential for normal development and is required for the formation of the epidermis and the central and peripheral nervous systems during embryogenesis (Fernandez, 1995).
The structure of InR is similar to the mammalian insulin receptor (Inr) and the IGF1 receptor (IGF1R).
The cloning and primary structure of the Drosophila insulin receptor gene (InR) is reported, along with functional expression of the predicted polypeptide, and the isolation of mutations in the InR locus.

Warfarin Management with Mild Elevation of INR - September 15, 2003 - American Family Physician
Banet and associates evaluated the safety of not changing the warfarin dosage because of a mildly elevated INR and quantified the relationship between reduction of the warfarin dosage and subsequent decrease of the INR.
The difference between the two groups was that the anticoagulation service had an established protocol that patients with mildly elevated INRs were to be maintained on the same dosage unless it was clinically indicated to reduce the dosage, while the primary care group had no established protocol.
The median follow-up INR in those with no change in the dosage was 2.7, 2.5 in those who reduced the dosage by 1 to 20 percent, and 1.7 in patients who had the dosage reduced by 21 to 43 percent.

Things that affect our INR [May 2001; 87-5]
The study was conducted in patients attending the anticoagulant therapy unit (2000 patients) over a single year who had been on warfarin for at least one month, had a target INR of 2.0 to 3.0, and were able to participate in a telephone interview personally or through their carer.
Cases were those with an INR greater than 6.0 reported within 24 hours, whose target INR was 2.0 to 3.0; results were verified with a duplicate test.
The mean INR for the test before the four week study period was 2.5 for these same patients, mostly in the range 1.7 to 3.3.

 ClotCare: Understanding the PT-INR Test
So, the INR is really just the standard unit used to report the result of a PT test.
The ideal target INR range will vary from person to person depending on a variety of factors such as the reason for taking anticoagulants, other medical conditions, and a number of other issues.
Another option for obtaining an INR is to use a point-of-care device, also known as a fingerstick testing device.

The Next Hurrah: The INR Memos Were Part of the Niger Forgery Cover-Up
On January 12, 2003, INR "expressed concerns to the CIA that the documents pertaining to the Iraq-Niger deal were forgeries." The conclusion may, however, have been reached and communicated for the first time somewhat earlier: the record is not clear on this point.
INR prepared two separate boxes, one for the key judgments section and a two page box for the body of the nuclear section, which included a sentence which stated that "the claims of Iraqi pursuit of natural uranium in Africa are, in INR's assessment, highly dubious."
Then, sometime after the Presidential election, the second INR memo is declassified (perhaps this was a response to Jane Harman's request for both copies of the INR memo).

 Procedure INR
The INR is obtained by dividing the patient's protime result by the normal control range raised to the exponential value of the international sensitivity index (isi).
The isi value is assigned by the manufacturer for the type of thromboplastin reagent and instrument that is used in the laboratory for the assay.
INR values are essential for following the current recommended therapeutic ranges for patients who are on oral anti-coagulant therapy: INR = 2 to 3 for most patients and for patients with mechanical prosthetic heart valves: INR = 2.5 to 3.5.

INR/SNAD Process | eBay Position Paper
The new INR and SNAD process is meant to remove the 'fraud' label that buyers assign to a transaction that doesn't go as expected as well as provide a consistent communication platform on eBay.
Since INR and SNAD are going to be an extension of the UPI platform, it appears that those issues will still be a problem for high volume sellers trying to manage disputes.
INR seems to be a stepping stone to forcing a replacement of those systems with an eBay required mechanism that appears less effective and certainly not scalable.

 INR - Page 1
INR (international normalized ratio) is a ratio that helps physicians monitor patients taking anticoagulant medications.
Thus, using the INR, the PT measurement from one lab can be compared to a PT measurement from any other lab in the world, even if they use different methods to measure PT.
However, patients taking anticoagulants to reduce the risk of blood clots may be advised to maintain an INR between 2.0 and 3.5.

INR: International normalized ratio, a system established by the World Health Organization (WHO) and the International Committee on Thrombosis and Hemostasis for reporting the results of blood coagulation (clotting) tests.
All results are standardized using the international sensitivity index for the particular thromboplastin reagent and instrument combination utilized to perform the test.
No matter what laboratory checks the prothrombin time, the result should be the same even if different thromboplastins and instruments are used.

The Next Hurrah: About that INR Memo
The memo that Powell took to Africa is apparently the same memo that was leaked to the WSJ in late 2003 to provide proof that Plame sent Wilson on a bamboozle.
This memo, recall, was first referred to as "prepared by U.S. intelligence personnel." Then it was leaked that the memo was an INR memo (I believe first by Newsday, but Jeff Gannon was one of the first to refer to it as an INR memo).
Since it became clear this was an INR memo, I've always assumed that meant it was written at the direction of the INR, and that it meant that it was written by an INR analyst.

Prothrombin time - Wikipedia, the free encyclopedia
They are used to determine the clotting tendency of blood, in the measure of warfarin dosage, liver damage and vitamin K status.
The INR is the ratio of a patient's prothrombin time to a normal (control) sample, raised to the power of the ISI value for the control sample used.
The INR was introduced in the early 1980s when it turned out that there was a large degree of variation between the various prothrombin time assays, a discrepancy mainly due to problems with the purity of the thromboplastin (tissue factor) concentrate.
