  IRP - Wikipedia, the free encyclopedia
IRPs or I/O request packets are structures that are used by Windows Driver Model (WDM) and Windows NT drivers to communicate with each other and the operating system.
IRP (Internet Relay Programming) is a joke esoteric programming language designed by Gregor Richards that uses a cooperative programming approach (ie, the programmer goes on Internet Relay Chat and uses IRP to ask someone else in the channel to do what he wants the program to do).
IRP also refers to the Islamic Renaissance Party of Tajikistan, that was formed in the former Soviet Union and now operates across Central Asian states.

 RMV - IRP - Introduction
All IRP member jurisdictions are required to comply with the following three basic concepts of the Plan: Issuing an apportioned license plate; issuing a single registration or Cab Card, and allowing intrastate and interstate movement.
You must then submit a completed Massachusetts IRP application listing all the jurisdictions that the vehicle(s) will travel in, an estimate of the mileage to be traveled in each jurisdiction, and the gross vehicle weight of each vehicle for each jurisdiction.
Vehicles that are exempt from the IRP include government owned vehicles; buses and livery vehicles used exclusively for charter parties; vehicles displaying a restricted plate such as dealer, repair, transporter, owner contractor, or farm; city pick-up and delivery vehicles and recreational vehicles.

The International Registration Plan (IRP) is a federally encouraged program to facilitate commercial vehicle registration and operation among states and Canadian jurisdictions.
IRP member provinces collect registration fees from their "home based" interstate trucking companies on behalf of each member jurisdiction in which the companies operate and must register.
The IRP was developed by the American Association of Motor Vehicles Administrators (AAMVA), to authorize commercial vehicle registration programs which recognize the unique needs of interstate vehicle operations and promote commerce.
