A pilot UK ISEW for the period from 1950 to 1990 was published in 1994 by the New Economics Foundation and the Stockholm Environment Institute.
ISEWs have also been constructed for Austria, Germany, the Netherlands, and Sweden, and work is in progress in several other countries.

Proponents of the ISEW state that the best way to challenge GNP is to try to show the public what many intrinsically believe: that although politicians use a rising GNP as their indicator of success, many still do not feel that "things are getting better".

I show second that their conclusions are highly dependent on certain key and rather arbitrary assumptions about the weighting of income distribution, the valuing of the depletion of non-renewable resources and long-term environmental damage and the neglect of technical progress and increases in human capital.
Third, I argue that the ISEWs and their authors in criticising GNP for its deficiencies as an indicator of welfare miss the point since GNP was never thought of as providing this function by its founders.
The ISEW meshes together the measurement of two entities, current welfare and sustainability, that should be kept separate.

 ENVIRONMENTAL ACCOUNTING II
The ISEW has been developed in the late 1980s by H. Daly and J. Cobb (1989) as an empirical foundation for the critique of GDP as a measurement of economic welfare.
Accordingly the various item the ISEW- consists of are regrouped under the headings: (1) the "consumption base", (2) the subtraction items, which consist of (2a) environmental defensive cost, (2b) social defensive costs and (2c) future welfare losses and, finally, (3) distribution index.
ISEW and EDP can easily be contrasted by the fact that the former includes income distribution and future welfare losses, whereas the latter is solely based on allegedly hard fact and descriptive statistics.

The ISEW deducts all economic activities that are "costs", but presently all included in the GDP.
The ISEW is calculated with one given set of relative weights of factors The weighting of these is obviously important.
The ISEW, developed by Daly and Cobb, has been transformed into the GPI (Genuine Progress Indicator) by the organizationd called ‘Redefining Progress’ chaired by Richard Norgaard.

The Index of Sustainable Economic Welfare (ISEW) was developed by ecological economist Herman Daly (now at the World Bank) and theologian (yes, theologian) John Cobb, Jr.
The ISEW is described in a fair amount of detail in a lengthy appendix to their book "FOR THE COMMON GOOD: REDIRECTING THE ECONOMY TOWARD COMMUNITY, THE ENVIRONMENT, AND A SUSTAINABLE FUTURE," 1989, Beacon Press, Boston, Massachusetts, USA).
The ISEW is intended to be an alternative to the GNP as an economic of economic welfare, and corrects for some of the glaring deficiencies in the GNP.

The most advanced is the Index of Sustainable Economic Welfare (ISEW), which has been calculated for 8 countries, and has just been revised in the UK by CES, NEF and Friends of the Earth.
However, it is fair to suggest that currently the weightings used in the ISEW could be arbitrary, or reflect the prejudices of the Index's creators.
We hope this will show the ISEW to be relatively robust, that users' comments can highlight areas where improvements can be made, and that the values people choose can start to highlight which are the most important areas to be covered in any national indicator of we lfare.

 Sustainable Measures - What is an indicator of sustainability?
In order to get a more complete picture of what is economic progress, the ISEW subtracts from the GDP corrections for harmful bases or consequences of economic activity and adds to the GDP corrections for significant activities such as unpaid domestic labor.
For instance, the ISEW accounts for air pollution by estimating the cost of damage per ton of five key air pollutants.
Like the GDP, the ISEW bundles together in one index tremendous amounts of information, but the key difference is that the information takes into account the links between environment, economy and society.

Some people argue that the ISEW is too subjective and too susceptible to changes in the assumptions which underpin it.
However, this is not a simple process - for ISEW is still an economic measure, and to make these corrections financial costs have to be assigned to non-financial impacts such as climate change and ozone depletion.
We hope this will show the ISEW to be relatively robust, that users' comments can highlight areas where improvements can be made, and that the values people choose can start to highlight which are the most important areas to be covered in any national indicator of welfare.

 Richard Douthwaite's "Good Growth and Bad Growth"
Their goal was to show that there was no need to go to all the trouble to calculate an ISEW every year because it moved so closely in step with GDP that the GDP figure would do just as well.
They claimed that, although almost the same amount of time was being spent in the average household on domestic chores in both years, because whoever was doing the chores could have earned higher real wages in the outside economy in 1990, the value of their domestic chores must have been proportionately higher too.
If American society is analysed by dividing it into five groups each representing 20% of the population, the incomes of the wealthiest 20% rose 26% between 1979 and 1995, while the incomes of the middle 20% rose only 1% and the incomes of the bottom 20% actually decreased 9%.

We found that in the fifties GDP and ISEW rose together; that in the sixties and seventies, GDP rose rapidly while ISEW rose slowly; and that in the eighties, GDP continued to rise rapidly while ISEW declined.
Most of what is most important to real human beings, such as the quality of their relations to others, is missed as much by the ISEW as by the GDP.

With the ISEW, we found that there was actually a slightly inverse correlation in recent times between GNP and welfare.
But then there is a divergence, which becomes greater as the seventies go on and into the eighties.
The ISEW becomes flat while the GNP keeps on rising, and then eventually the ISEW declines just a bit.

Upon returning to the U.S., he entered seminary with the intention of working toward a doctorate in social ethics, but he quit after three years of part-time study.
In the early 1990s, he became the director of the Institute for Educational Choice and wrote Responsive Schools, Renewed Communities, a communitarian defense of educational vouchers.
Cobb joined the staff of a fledgling San Francisco think-tank called Redefining Progress, which re-published a modified form of the ISEW, calling it the Genuine Progress Indicator.
