  The VIN System: Vehicle Identification Number
The Vehicle Identification Number was originally described in ISO Standard 3779 in February 1977 and last revised in 1983.
ISO 3779 makes a provision for a code for the year in which a vehicle is built.
When a manufacturer uses a factory or plant code, ISO recommends that the 11th position of the VIN is used.

 Decoding an NSX Vehicle Identification Number (VIN)
With this system, it is now possible to determine not only the year, model and serial number, but also the country of manufacture, body style, engine type, restraint system, and manufacturing plant.
When a manufacturer uses a year code, ISO recommends that the 10th position of the VIN is used.

 Vehicle Identification Numbers
In February 1977 the ISO issued the first version of ISO 3779, an international standard for VIN's.
In 1987 NHTSA required that the VIN be applied to major parts of car models with a history of high theft rates, to deter trade in stolen parts, and in 1994 the Theft Prevention Standard was amended to require the VIN on major parts of light trucks and MPV's as well.
WMI's for the United States are issued by the SAE, as the U.S. representative of the ISO for this purpose, and under a contract with the Department of Transportation.

The year code is decribed in ISO 3779.
ISO recommends that in VIN code capital letters A to Z and numbers 1 to 0 may be used, excluding I,O and Q in order to avoid mistakes of misread.

Here, the VIN is divided into four sections: The first three characters shall uniquely identify the manufacturer, make and type of vehicle (with the same exception of manufacturers that produce less than 500 vehicles).
There are indeed examples of manufacturers who have more than one WMI that use the third character as a code for a vehicle category (for instance bus or truck).
This section is the VDS in ISO 3779 but there it comprises another position of the VIN; The third section consists of one character which is the check digit, calculated over the other 16 characters of the VIN.

The VIN system conforms to a standard developed by the International Organization for Standardization in 1977: ISO 3779.
Manufacturers use all letters and numbers, with the exception of the letters I, O and Q. Each character in a VIN has a specific meaning, and the VIN is broken up into sections.
While most countries have some form of VIN system that is compatible with the North American system, cars that are imported must have their VIN number entered into the MVR database along with enough information to explain what the codes are if the original VIN system differs from the ISO 3779 standard.

A unique combination of 17 alphanumeric characters that identifies a specific vehicle as defined by ISO 3779 and ISO 3780.
A vehicle identification number is normally imprinted by the original manufacturer and attached to the vehicle in specific locations, but is occasionally assigned by titling or registration agencies or by secondary manufactures or finishers.
I prefer the first line of the current definition because it works for VINs issued before the standards were adopted in 1982.

The key is the same as recommended by ISO, except that the designation starts at 1980, which probably will also be the about the first year 17-character VIN's have been used.
There is no rule as to which manufacturers use the year code.
