Week dates are dates in which a day is determined by counting within a week.
Weeks are given two digits beginning with 01 as the first week of the year, up to 52 or 53 being the last week of the year (see below.) Days are given one digit beginning with 1 as Monday leading to 7 as Sunday.
On the Internet, ISO 8601 is used by the W3C, defining a profile of the standard that restricts the supported formats to reduce the chance of error and the complexity of software.

 International Standard Date and Time Notation
If a date and a time value are stored together in a single data field, then ISO 8601 suggests that they should be separated by a latin capital letter T, as in 19951231T235959.
ISO 8601 is only specifying numeric notations and does not cover dates and times where words are used in the representation.
Week 01 of a year is per definition the first week that has the Thursday in this year, which is equivalent to the week that contains the fourth day of January.

There's also Perl library code to return the time since the epoch of the start of the week given the week number, which can be used with Perl code to return the date of the start of the week given the week number.
However there are often problems at the year transition - such as returning week 00 instead of the last week (52/53) of the previous year, or changing from week 53 to week 01 part way through the week.
ISO make their money from paper copies of standards, so the standard itself is not on line.

ISO actually talks about the first Thursday because it's the middle day of the ISO week, but remembering 4 January is easier for calculations.
For ISO, all weeks commence on Mondays and end on a Sunday.

Given a date and the date of the corresponding fiscal New Year's Day, computing the ISO week is just a matter of counting the days between them and dividing by seven.
The trickiest part is determining what is "corresponding fiscal New Year's Day," because, as you pointed out, September 1 may be in week one of the new year, or it may be in week 52 or 53 of the old year.
If the resulting number (disregarding any fractional part) is n, the week is n+1.

Let me show you my problem with one example: I'm grounping by "iso" week and there is one date (31-12-2003, for example) that iso week is 01, so if iso week is 1, then I need that month be 1, quarter be 1 and year (iso year) be 2004.
In my example, the 31-12-2003 will not be computed in 2003 year if we've grouped by iso week and then we've grouped by month.
It is a direct consequence of ISO week definition as precised by ISO itself "Week 01 of a year is per definition the first week that has the Thursday in this year, which is equivalent to the week that contains the fourth day of January".

This means that ISO_day won't work for dates after 29237-12-12, which we can probably live with, but that c gives a less astonishing result.
