 ISS developments in 2001
Since at least one Soyuz had to be docked to the ISS constantly to provide emergency escape for the residents of the station, Russia planned the replacement of the Soyuz every six months.
During a routine procedure, informally known in Russian as "otsidka" or "sitting in" in English, the crew members entered and took their seats inside the reentry capsule of the Soyuz, to do final adjustments in their recliners and to allow determining the exact center of gravity of the spacecraft with the fully suited crew onboard.
The purpose of this mission is to deliver to the ISS a fresh Soyuz spacecraft, which serves as an emergency rescue vehicle for the resident crew of the station.

RKA has announced that according to this arrangement, manned Soyuz flights will be doubled to 4 per year and Progress flights also doubled to 8 per year beginning in 2008.

MOSCOW The Russian Aviation and Space Agency (Rosaviakosmos) is lobbying NASA to cut the size of the full-time crews aboard the International Space Station from three to two as long as the U.S. space shuttle fleet is grounded, a Russian space official said.
The official, who asked not to be named, said the agency would like one American astronaut and one Russian cosmonaut to fly to the station in May to replace the present crew: U.S. astronauts Kenneth Bowersox and Donald Pettit and Russian cosmonaut Nikolai Budarin.
With the shuttles grounded, however, a fourth Progress will be needed this year to keep ISS fully manned in the absence of shuttles.
