An ISSN is a unique eight-digit code, which should always be printed exactly as given, for example, ISSN 1173-201X.
Printed serial: the ISSN should be printed on the top right-hand corner of the front cover or in a prominent position (for example, the masthead) on every issue of your serial.
Non-print formats: the ISSN should be displayed on all accessible eye-readable portions (for example, container labels, fiche headers, disc labels) as well as on the title screen or main menu of electronic serials.

ISSN codes are assigned by a network of ISSN National Centres, usually located at National Libraries and coordinated by the ISSN International Centre based in Paris.
Since the ISSN applies to an entire periodical, a new identifier, the SICI was built on top of it, to allow referencing specific volumes, articles, or other identifiable components (like the table of contents).

Zeldman has had an ISSN on his website for a long time, he got his back in the days when librarians had time to waste on this kind of thing and hadn't thought through the degree to which they were screwing up the system giving Mr Zeldman his much-cherished precedent-setting ISSN.
Basically, an ISSN puts you on a par with any tinpot rag that comes out more than once before folding and just happens to be on paper.
Not that I have ever in my life ordered a magazine by its ISSN, because if they ain't bloody heard of it down the newsagent you ain't gonna get it, and at the British Library or Warburg Institute an obscure periodical is more easily found by its… wait for it… title.

I have become aware of the objections of registrars to the allocation of ISSN for Weblogs.
If ISSN registrars choose to deny registration to Weblog authors merely because too many are attempting to register, authors will view that decision as indistinguishable from the belief that it was OK to register “real” publications before the Web came along, but the little people aren’t what ISSN registrars had in mind.
