	ITC Code on Sports and Other Listed Events - Wikipedia, the free encyclopedia
		The ITC Code on Sports and Other Listed Events is a series of regulations issued by the Independent Television Commission which is designed to protect the availability of live coverage of so-called "listed events" in sport — typically major sporting occasions — on free-to-air services (terrestrial television) in the United Kingdom.
		Although the Home Secretary, Kenneth Baker, had devised a list of events not permitted to be broadcast on pay-per-view services in 1991, the Act required the ITC to create a permanent list of such events.
		In 1997, the initial list was drawn up, and was revised in 1999, where the Code was divided into two categories, A and B. The Code was further amended in 2000 to give the ITC responsibility over UK-based broadcasters wanting to transmit listed events in other countries.

		The list is not restricted to sporting events, although it is perhaps difficult at present to imagine other non-sporting events of national interest being subject to bids for exclusive rights and therefore in need of protection.
		Sports bodies might once have welcomed protection from pay television, but now (if consulted) they might decide that it is better to be paid well and watched by fewer viewers, than be paid poorly and have a larger audience.

		Sport remained largely on ITV and the BBC, which between them provided a pretty feeble selection of sporting events, and with production values that demonstrated a level of incompetence that was hysterically funny unless you were actually trying to follow the sport.
		The other factor is that free-to-air channels have a public service obligation that regulators interpret as making sure that their output serves the whole population, regardless of whether a particular segment is already well served by commercial interests.
