Letter from the ITU Secretary-General   (Site not responding. Last check: 2007-10-22)
Your mark is the superb technical infrastructure which ITU now has, the changes to the organization’s "corporate culture" which have been enabled by universal access to electronic tools and the training to use them effectively, and the dynamic processes of electronic information exchange with and among the Union’s members.
ITU’s pioneering use of Internet, first for email and connectivity, then for Gopher, the Web, and electronic commerce are striking examples of this.
Your contribution in promoting ITU’s role in Internet issues has been prescient, and very helpful to me. The resolutions of the Plenipotentiary Conference in Minneapolis giving ITU a very clear mandate for a role in questions of Internet governance confirms that this was the correct course to take on behalf of our Members’ interests.

ICANN | Letter from ITU on Telephony-Related TLDs
Even if this were considered to be acceptable practice, the ITU would suggest that particularly careful reflection is warranted as to the global long-term benefits to the Internet community in allocating certain TLDs at this time—especially considering both the irreversibility of such a decision, and that it may preclude, perhaps other, more beneficial, future uses.
[6] The ITU Constitution and Convention, which are recognized as binding treaty instruments, set forth the functions and role of the ITU Telecommunication Standardization Sector, the World Telecommunication Standardization Assemblies, as well as the Director of the Telecommunication Standardization Bureau (TSB).
The role of the TSB Director as well as that of ITU Member States with respect to the allocation and management of numbering resources is defined in Resolution 20: “Procedures for allocation and management of international numbering resources”, adopted by ITU Member States at the World Telecommunication Standardization Conference (Geneva, 1996).

 [FYI] ITU addresses digital convergence
Meeting for the first time at ITU headquarters in Geneva, Switzerland, the 27-member panel, comprising high-level government and industry representatives, stated the new ITU should reflect today's competitive telecommunications marketplace where the private sector takes the lead while regulators act as arbitrators for the wider public interest.
ITU's role in dispute settlement could also be expanded, as members considered the Union well placed to provide governments and the private sector with a neutral and effective mechanism to resolve international disputes.
The Panel felt the management of the ITU should be left to the Secretary-General, whose remit should be increased to include greater responsibility for the operation of the Union.

Our role in the ITU is one of support, often carried out largely in the background, but one which is important nonetheless, since without a satisfactory resolution of the competing claims for use of this valuable limited natural resource of spectrum and orbits, these exciting new developments would most likely not occur.

TIA | PulseOnline March 2001, Standards Update: Work on ITU Reform Continues
The WGR was created in 1998, to address concerns that the ITU remain relevant and effective in light of new technological and structural environments within the global telecommunications industry.
Advocates of the proposed "entity" emphasize increasing the decision-making role of the private sector in ITU standardization work and shifting the bulk of the financial burden of this work from member states to sector members.
Additionally, opponents of a new entity argued that ITU Recommendations (standards) have achieved a universal recognition and credibility that could not be matched by outputs of a new entity.

 ITU Wetsuits
In fact, since certain countries--the USA included--will use the early-season Sydney ITU World Cup race as an Olympic qualifier, this race has already been designated wetsuit-legal regardless of temperature, to allow countries to determine whom among their athletes are better wetsuit swimmers.
The common perception derived from the ITU's announcement is that an athlete toeing the line at Sydney for the Olympic triathlon better be wearing a pre-approved wetsuit or face disqualification (or participating in the race sans wetsuit).
The latest ITU communique does not mean that a wetsuit not on the approved list will be automatically rejected the day of the race.

The ITU Telecommunication Standardization Sector (ITU-T) coordinates standards for telecommunications on behalf of the International Telecommunication Union (ITU) and is based in Geneva, Switzerland.
Since the ITU-T is part of the ITU, which is a United Nations Organization (UNO), its standards carry more formal international recognition than those of most other organizations that publish technical specifications of a similar form.
The time between an initial proposal of a draft document by a member company and the final approval of a full-status ITU-T Recommendation can now be as short as a few months (or less in some cases).
