ITV (Independent Television) is the name given to the original network of British commercial television broadcasters, set up to provide competition to the BBC.
ITV contracts were not permanent and the first franchise round was made in 1963 with new licenses commencing in 1964.

In Northern and Central Scotland the channel is known as stv and UTV in Northern Ireland.
From its founding in 1955 the channel was known nationally as Independent Television (later ITV) and locally by the regional branding of the local ITV franchise operator.
However from 28 October 2002, in England and the Scottish Borders (where all the franchises are owned by ITV plc), the station dropped regional branding and identification before most programming and adopted a unified national branding of ITV1.

No company lost its position as the local ITV contractor for their region and all licences were extended for another three years (starting July 1964), although several companies took the opportunity relaunch their on-screen identities and change business names and shareholdings.
The auction element of the ITV franchising process was very controversial; the press and the existing ITV companies lobbied to have it changed and the ITC agreed to introduce a "quality threshold" to prevent high bidders with poor programme plans from joining the system.

ITV was initially set up and regulated by the Independent Television Authority (ITA) which was created by the Television Act of 1954.
From the 1990s, however, the restrictions on companies holding multiple franchises were lifted and as of early 2003 all the companies awarded franchises in 1991-2 have since been bought by either Granada or Carlton, with the exception of the contractors for Scotland, Northern Ireland, and the Channel Islands.
ITV currently broadcasts three television channels: the terrestrial ITV service (currently dubbed ITV1), and two digital channels: ITV2[?] and ITV News.

Most controversially, TWW lost its franchise for Wales and the West of England to Harlech Television, which soon became known as HTV.
The legal name of the ITV network was changed to "Channel 3", although the network is still referred to as ITV by the general public.
The relaxation in the franchise ownership rules as a result of the 1990 Act meant that mergers between ITV companies were now possible (even more after the Broadcasting Act 1996, which relaxed the rules even further).

ATV was one of the greatest ITV stations ever to have held a franchise.
This led to accusations that ATV was not fully committed to the Midlands, and those in the East Midlands were particularly vocal, and probably had a point, as the station's news output was evidently biased towards the much more easily covered West Midlands.

Following the recent sale of the Scottish Media Group's (SMG) 25% GMTV stake to ITV plc, the two companies have reached an agreement on the use of the ITV brand name and the use by ITV plc of SMG's digital spectrum in Scotland.
The agreement ensures ITV plc's rights to use the ITV name for the ITV plc corporate identity it adopted at the time of the merger of Granada plc and Carlton Communications plc - rights that SMG, along with the other ITV franchise holders UTV and Channel Television disputed.
ITV plc currently uses this spectrum to broadcast its wholly-owned digital channels ITV2 and ITV News.
