Both I and IX Corps had previously been part of Eighth Army in Japan, the I Corps with the 24th and 25th Divisions with headquarters in Kyoto, and the IX Corps with the 1st Cavalry and the 7th Divisions with headquarters in Sendai.
IX Corps was not made operational at the same time as I Corps principally because of a critical lack of communications personnel and equipment.
It is interesting to note that I and IX Corps had been deactivated in Japan only a few months before, in the early part of 1950, in line with maintaining the framework of four divisions and remaining within reduced army personnel ceilings.

Haig's view of Hamilton Gordon was in stark contrast to his contemporaries, including Bulfin and Rawlinson, with the former terming Haig's eventual wartime appointment of Hamilton Gordon to GOC of IX Corps as "a joke".
Given IX Corps by Haig in June 1916, immediately prior to the Somme Offensive, Hamilton Gordon saw success the following year during Sir Herbert Plumer's sweepingly successful conduct of the Battle of Messines.
