The iaito was designed out of a need to provide an effective training tool to students of Japanese swordsmanship as Iaido started becoming more popular, well after World War II.
If the readership would allow for my gross generalization here, teachers fell primarily into two camps; those that embraced the iaito as a proper training weapon and those who felt that there was a negative impact on training when an iaito was used in lieu of a shinken.
The sharpened iaito reached a peak in the early 80's and has never really become a very popular selection amongst teachers and students in Japan....at least as determined by sales figures.

Most iaito are made of an aluminium-zinc alloy, which is often cheaper and lighter than steel, but that also meets the Japanese legal requirement of not being able to be used as a live blade.
The best iaito are rather faithful reproductions of real swords with authentic weight, shape and similarly high-quality finish, and may even feature a mock hamon (the temper line of a live blade).
Due to the repitition involved in the practicing of Iaido, Iaito are often constructed with the balance point of the blade being set further from the Kissaki or blade point and closer to the Tsuba or Gaurd than live blades.

So I posted a reply to the original comments on the steel iaito saying the hamon looked cosmetic to me. As a result of further off-line discussions with Guy Power of Kenshinkan Dojo (http://www.trifox.com/aux/kenshinkan/), Power-Sensei graciously sent me his personal Nosyuiaido Steel Iaito so I could have a first hand look.
Nosyuiaido Steel Iaito are around $1900 (and they often run sales so the prices could be significantly lower -- check http://www.swordstore.com).
Bugei (http://www.bugei.com)does sell a "Wave" katana with some options as to color of ito and saya but the price is fairly close to the Steel iaito and you do not get to select fittings.
