Icecast developers use the CVS system to keep the source code in a separate repository so that all developers can use the same code at the same time (more or less).
To keep an eye on icecast development, you can go to cvs.icecast.org and browse through the files, see the differences between the different versions, see what has been updated lately, and who's doing what.
To become an icecast operator, use the oper command with the operator password as an argument.

To mount a remote stream on your icecast server, or to mount one of your local streams on a remote server, you should use the 'relay' command.
When a client requests a stream which is an alias refering to a remote stream, the icecast server will connect to this remote server and mount this stream in as a local source, just like a relay pull.
You can setup your icecast server as a proxy, which means that all requests for streams on remote hosts will make the icecast server mount the remote streams as local sources, just like aliases.

To make a long story short, what you need to run an icecast system, is the icecast server, called icecast and an encoder (shout, liveice, winamp, iceplay).
Icecast by default creates the logfiles and looks for the configuration files in the log directory, or, if log does not exist, in the current directory.
If you do use 'make install', the icecast binaries will end up in /usr/local/icecast/bin, the configuration file (icecast.conf) will be in /usr/local/icecast/etc. The logs will be created in /usr/local/icecast/log, and templates for the html-pages created by icecast will be in /usr/local/icecast/templates.

Note that the amount of listeners you will be able to support is limited by your outgoing bandwidth and the bitrate of the song you are streaming, so if you're streaming at 128 kbps and you have 256 kbps upload bandwidth, you'll obviously be able to support 256/128 = 2 listeners.
You can experiment with 0 or 2, going over 6 is overkill in my opinion (since 6 is what I use to archive music from my CDs), and you will be able to support more listeners if you have lower bitrate for the song.
You can do it, just get the Linux version of Icecast and configure and run it (I haven't tried it, so I don't know the exact steps, but I suspect the config file is the same and you just start it from the command line), and specify the hostname to connect to in the DSP.
