 What are IDAs
Individual Development Accounts (IDAs) is the name given to a recent savings and investment strategy aimed at low income individuals to assist them in gaining a foothold in the mainstream economy through asset building for themselves, their families, and for their future.
IDAs are targeted savings accounts that offer low-income individuals both the chance to save and the chance to have their savings matched at the end of the savings period.
IDA programming may have the most significant effect on its lowest income participants, i.e., those for whom savings is a new notion and those for whom a match of savings is vital to accumulate any substantial sum for investment.

While costs are declining, IDAs are expensive to administer and are often used by the poor as checking and savings accounts as well as a means to accumulate wealth, reflecting in part the dearth of savings products aimed at the poor.

Use of IDA savings toward housing, employment or post-secondary education, or for other uses, is a very practical tool to help people with disabilities gain economic independence.
Specifically, the limits imposed on how IDA savings may be used, currently only allowing savings to be applied toward business capitalization, post-secondary education and homeownership, greatly restrict a person with a disability who seeks economic independence.
For IDAs to be truly accessible there needs to be an allowance in IDA legislation for people with disabilities to apply their SSI or SSDI funds to their savings.

Section 404(h)(4) of the Social Security Act provides that funds in an IDA account authorized under section 404 of that Act are to be excluded in determining needs-based benefits provided under Federal law.

We encourage States to exercise this authority and to disregard assets in AFIA IDAs because such a policy is consistent with the intent of the Congress to encourage asset accumulation by low income working families, and would simplify the administration of the IDA and TANF programs resulting in more consistent IDA program rules.
