Roger Clarke's Human Id in Info. Systems
Identification is applicable to data stored in structured, tangible and manageable form, as in corporate databases and documentary filing schemes; but also to data stored in less formal ways, as in private notes; and in incorporeal form, as in ballads and human memory.
The contemporary organisational habit of requiring an identity appears to be of late-nineteenth and early-twentieth century origin, and to be derived from an increase in the size of the institutions, a decrease in the degree of trust between organisations and individuals, and an increase in the incidence of long-term economic relationships.
Given that identification schemes are costly, and generally of only moderate integrity, organisations in both the public and private sectors need to familiarise themselves with anonymous and pseudonymous transaction techniques, and assess their applicability to their operations.

EPA: Federal Register: Facility Identification Initiative
Goals of the Facility Identification Initiative The overarching goal of the Facility Identification Initiative is: To streamline access to and reporting of environmental data by establishing a uniform set of facility identification data and the infrastructure needed to make it operational.
Facility identification data can serve as a tool to empower communities by aiding them in identifying the presence of detailed environmental data related to a specific facility within their localities.
Under this approach, it is envisioned that EPA would assign a single identification number to each facility and use that number in all its data bases, thus supporting the goal of data integration and improving public access.
