For the Jeff's negative answer, Roy come back again after Idle race finished their secon album with the same proposal to Jeff, but as a last resort, because Carl Wayne had leaves The Move and Roy needs soon a new vocalist, in this case the answer was affirmative.

With this new members, made a new album, the third of Idle Race, and it was called TIME IS, it has two singles, they were: In The Summertime (this single was number 1 in Argentine) and Neanderthal Man.

Unfortunately, the album was not a commercial success and by the beginning of 1971, Idle Race had folded.
Idle Race also recorded an album for Regal Zonophone called Time Is in 1970.
Although the other members of Idle Race could not find a songwriter/vocalist/guitarist in the league of Lynne, Walker had replaced Lynne on lead vocals and Lynne was replaced on guitar by Mike Hopkins.

A music press article on the Idle Race in 1969 quoted Jeff Lynne as being disillusioned about the bands' lack of chart success and this was further reinforced by the poor sales of the Idle Race's second self-titled album released in November of 1969 on which Lynne himself had handled the production.
In early 1969 the Idle Race began recording a second album which would be released at the end of the year.
The other members of Idle Race were naturally disappointed with Lynne's decision but decided to carry on with replacements Mike Hopkins, formerly of the Diplomats and The Lemon Tree, on guitar/vocals and Dave Walker from The Redcaps on vocals & harmonica.

A complete Idle Race biography is currently being prepared as part of EMI Records forthcoming 5-CD Idle Race box set anthology, 'On With The Show'.
I'm not sure if this is common knowledge at the moment, but EMI has a five disc Idle Race box set in the works.

Argentinian E.L.O. fan Jorge Devincenzi has just completed a second series of his 20-week 2-hour radio show charting the history of E.L.O. from the formation of the band via The Move and Idle Race right up to the Zoom album, The Orchestra, and Roy Woods Army.
To conclude his the first series of his show, Jorge fulfilled a personal dream of his by interviewing Kelly Groucutt which was broadcast on Radio Arte in his home country.

Prior to Electric Light Orchestra Lynne was a member of The Move and Idle Race.
In February of 1994, Lynne fulfilled a life long dream by working with the three surviving Beatles on their Anthology album series, and reunion tracks "Free As A Bird" and "Real Love".

Electric Light Orchestra II was a transitional album for ELO as Roy Wood departed in mid-stream (though he plays uncredited on the two "Boogies.") It's wildly experimental, at times rough and barely listenable, but it is a brilliant and stirring piece of work.
(As has been noted, this album is entitled "II" by the ORIGINAL Electric Light Orchestra; it is not the self-titled debut of "The Electric Light Orchestra Part Two.") That settled, we can say that the 1973 album "II" by ELO is a masterpiece, albeit somewhat flawed by later ELO production standards.

The project was relatively short lived and after recording a solo album, Steve Gibbons joined a late line-up of the Idle Race which evolved into the Steve Gibbons Band by the early 1970’s.

After a number of personnel (and, eventually, management) changes, the final version of the Move was Roy Wood, Bev Bevan, and Jeff Lynne from the Idle Race (which grew out of the same Nightriders group Wood had previously left).
Roy Wood left ELO after one album, and Lynne and Bevan carried on to great financial (and, more often than not, artistic) success — even in the United States.
None of this is particularly coherent, but all of it is wonderful to hear — except maybe "My Marge", a not-all-that-funny poke at singers of the Rudy Vallee stripe.
