Yamagata was from a family of the lowest samurai rank in Choshu, a feudal domain strongly opposed to the military dictatorship that ruled Japan from the 17th century until the restoration of Imperial rule under the emperor Meiji in 1868.
Tsuruoka developed as a castle town during the Tokugawa period (1603–1867), and most of its buildings are of that period.
It was he who successfully freed the military from civilian control and evolved a plan of national defense that played a major role in Japan's entry into World War II.
