Vares SDP was lying low, and leaders of the ruling SDA were seeking refuge in fleeing from the town and founding the government in exile with its seat in the near-by village Strijezevo for some time, and later on in Dubravine close to Breza.
Municipality authorities of the town now held by the ruling SDA permit the Croats who had fled just "tourist" tours of the town, but not to return.
The international arbiter, in accordance with his legal prerogatives, determined that the head of the municipality should be elected (pursuant election results) from the ranks of the SDP, and the President of the Transitional Municipal Council from the HDZ.

The Hadzici municipality covers 273 square kms, 211 kms were state property, while 62 kms were private, major part of which belonged to Bosniaks.
Serbs were minority in all the municipalities, and only in Ilijas (25 115 residents) they were relative majority (45.1% Serbs, 54.9% others).

In Ilidza municipality Serbs were in relative majority with 38.9 percent of population, living in settlements covering 58.5 percent of the area.
In Ilijas Serbs owned more than a half of the land and were 42.7 percent of the population, actually less than according to Alija's census from 1991, because in 1981 many of the Ilijas Serbs declared themselves as Yugoslavs.
A large number of Serbs gravitated to the territory of Hadzici municipality during the war; they were victims of muslim ethnic cleansing, people who were expelled from central Bosnia and the neighboring Hercegovina municipalities of Konjic and Jablanica.

At the very beginning of the Celebici trial, in March 1997, we noticed that the defense sometimes cared more for defending the notion of a "1,000-year statehood of Bosnia" and the legitimacy of its defense against aggression in 1992 (which, by the way, prosecution does not dispute) than for defending the accused.
The pattern re-emerged last week, when the expert witness Ilijas Hadzibegovic, a history professor at the University of Sarajevo, set out from "the first mentioning of Bosnia as a state" in the mid-10th century.
He argued that the so-called War Presidency of the municipality of Konjic, which had appointed Delalic to the post of "coordinator," had no official military authority and that this post did not entail any military powers or responsibilities.

Since the true reason why the councilors of the Party for Bosnia-Hercegovina in some municipalities leaned towards the SDP can usually be found in their failure to timely inform themselves or absolute animosity with respect to the SDA, which is especially strong in those municipalities infamous because of the abuses of power for private gain.
In many municipalities we are yet to see to what extent statements of the leaders of the Party for Bosnia-Hercegovina, that they did not in advance agree to form a coalition with either the SDA or the SDP, are hypocritical.
In those municipalities in which no party has absolute majority in the local council it is impossible to organize an administration and elect executive local authorities unless the Party for Bosnia-Hercegovina supports the candidate of one of the two opposing options.

Municipal elections were originally scheduled to take place on 14th September 1996 at the same time as the presidential, national, entity and Cantonal level polls.

Following the attacks on the municipalities, Bosnian Serb forces rounded up tens of thousands of Bosnian Muslims and Bosnian Croats and forced them to march to assembly points, for transfer to the camps and detention facilities.
During and after the attacks on these municipalities, whether they were taken to detention centres, police stations, military barracks, private homes or other locations, Bosnian Serb forces subjected Bosnian Muslims, Bosnian Croats and other non-Serb civilians to brutal, inhumane treatment, which included beatings, sexual violence and death threats on a daily basis.
They operated at both the regional and municipal levels of authority as the bodies that would be responsible for the co-ordination of the execution of most of the operational phase of the plan for ethnic cleansing.

Many sought refuge in the rural municipality of Ilijas, just outside Sarajevo, occupying houses owned by Serbs — who themselves had fled when the political administration of Ilijas was handed over to the Federation under terms of the Dayton Accords.

TWRA reports the parts of Izetbegovic's letter: "Four Sarajevo's municipalities which have to be integrated into B-H Federation are not Serbian municipalities as Karadjic's lawyers and some media claim.

Following this success, several humanitarian aid convoys for the Institute for the Protection of Children and Young People, in Pazaric, were organised in December 2001 and January 2002, delivering food, clothing and money in excess of $5,000 KM.
February 2002 saw the start of a project to provide several schools in the remote areas of the Konjic municipalities with books for their libraries, it was estimated that this project managed to collect and donate over 400 books.
