Topic: Ill (Austria)

The Black Hand - Union or Death (Part III)
It struck a modus vivendi of mutual paralysis in the Balkan with Russia as early as 1897.
To its horror, Austria discovered that in its pursuit of glorious and condescending isolation, it was left only with Germany as an ally, the very Germany whose Weltpolitik put it on a clear collusion course with the moribund Sublime Port.
Austria annexed Bosnia-Herzegovina unilaterally - but Russia was still prevented from crossing into the warm waters, its ambition and obsession.

Austria continued to violate a ruling of the 1993 European Court of Human Rights concerning the monopoly of television by the Austrian Broadcasting Corporation (ORF).1 The monopoly of national radio was gradually dismantled since rewritten radio frequency rules went into effect on 1 April 1998.
In September, Austria’s Minister of Interior, Karl Schlögl, in the framework of the European Presidency, presented a proposal for the revision of the 1951 Geneva Convention to "complement, amend or annul the Geneva Convention"14 and to change European asylum policy.

The Hospice System in the USA   (Site not responding. Last check: 2007-10-10)
In the context of support for the terminally ill, sophisticated medical care is needed, mainly in the form of palliative treatment.
It is true that public welfare institutions will step in if a terminally ill patient is completely impecunious, but in the first place the institution will try to reimburse itself by drawing on the persons assets (real estate, bank deposits, etc.) and by charging the fees to the relatives.
The hospices themselves are unanimous in rejecting this idea because they are convinced that, in most of the cases where it is declared that the suffering of a terminally ill patient must be shortened, one has, in fact, not fully utilized the modern methods of pain control.

Austria found guilty of ill-treatment of Immigration detainees
Amnesty Austria members called on the government to establish race education programmes from primary school level "so that children learn a human rights conscience from a young age".
The allegations could hardly have come at a worse time for Austria, which has been isolated on the international stage for almost two months since the anti-immigration far-right Freedom party entered the government in a coalition with the conservatives.
Fears that intolerance is on the rise in Austria increased this week when the head of the evangelical church, Bishop Gertraud Knoll, said she was going into hiding with her three children because she could no longer stand the violent and sexually abusive letters delivered to her home in Burgenland.

OneWorld U.S. Home / Today's News - Hundreds of Mentally Ill to Be Executed in America: Amnesty
The inmates in question suffered ''serious mental impairment'' either before or while they committed their crimes, Amnesty said, adding that their execution stood at odds with a 2002 Supreme Court ruling that it is unconstitutional to execute criminals who are mentally retarded.
Mentally ill defendants were allowed to conduct their own defenses, waive their rights to appeal, and ''volunteer'' to be executed, the rights organization added.
Other defendants had been medicated so that they would be lucid enough to be aware of what was happening to them at the time of their execution.

Austria: The alleged ill-treatment of detainees
Under a number of international human rights treaties, to which Austria is a state party, detainees should be given prompt access to a lawyer of their own choice and be allowed to inform family members of their arrest.
Amnesty International is most concerned that, although Austria has created a structure to investigate allegations of torture and ill-treatment, this has not been effective in preventing the ill-treatment of detainees.
The organization is also concerned that, irrespective of the existing safeguards which have been put in place against ill-treatment, often on the recommendation of the Committee against Torture and the CPT, it has continued to receive a significant number of allegations of ill-treatment of detainees by police officers, some of which have been very serious.

Their words of praise were echoed by Austrian Chancellor Wolfgang Schuessel, who took over the presidency earlier this week when Klestil fell ill. "Austria lost a great personality, a committed Austrian and European, who had dedicated his life to serve his country and its people," he said.
When the European Union punished Austria for allowing the rightist Freedom Party to join the government, Klestil put his diplomatic skills to work and lobbied heads of states to lift sanctions seven months after they were slapped on the nation.
While the post is mostly ceremonial, Austria's president is commander in chief of the country's military, and the constitution gives the head of state the power to reject nominations for Cabinet ministers or even to remove them from office _ something that has rarely been done.
