Concerning it being illegal or not, I agree that it should be illegal if permission is not granted by the owner of the property, whether it is used for a good cause or not.
I think they should be responsible for removing their art or paying for the removal of it, unless it is attributable to gang warfare, and then there should be stiff penalties.
Which really isn't art, any more than signing your name to a piece of paper is. All it is, is some joker with a spray can writing his self-made alias on every surface he can find.

One of my earliest memories of art was hanging out with my father as he painted and tearing out pictures from his photography magazines and making colleges schlacked on wood slabs.
