The first illegal prime number was generated on March 2001 by Phil Carmody.

The closest is something called Brun's constant, in which the sum of the reciprocals of the twin primes is about 1.90216054...
Basically it uses the prime number theorem to say that there is a limit to Fermat primes.

Between late 1993 and mid-1995, hundreds of inquiries were received from individuals who had been solicited to purchase "prime bank" financial instruments, from investment advisors considering potential investments on behalf of clients, and from banking organizations that had received faxed solicitations.
Most "prime bank" scams entail multi-million dollar investments, and as such we are not aware of losses to individual, as opposed to institutional, investors.

 Illegal Prime Number?
I have been a large prime prover (parse that either way!) for quite a while now (I refer you to, for example, the "Near Repdigit" record on Professor Caldwell's Prime Pages), and I tried to think how I could come up with a number archivable on those pages.
The Prime Pages is the world's definitive resource for large prime number archiving and information; Professor Caldwell, who manages it, has put an awfully large amount of effort into deveoloping those pages, and into administering the archival of large primes, and has put a lot of thought into the criteria for their archivability.
However it has become "interesting" enough to be one of the curios on the Prime Curios site, which is part of the Prime Pages site, and is for the more "fun" aspects of prime numbers.

illegal prime: a prime number that encodes the gzipped source of the anonymous C source code for the CSS descrambling algorithm (but without the tables).
It's "illegal" because publishing this number could be considered trafficking in a circumvention device, in violation of the Digital Millenium Copyright Act, 17 USC 1201.
Note that there is a carriage return (\r, ASCII 13) at the end of the last line to make the resulting number odd.

At the time these were found the second was large enough to fit on the list of largest known primes (because of the method of proof).

However, this has never been tested in a court, and it is possible that the number itself would be found to be legal, but not the information on how to use it to view DVDs.
Following this, Carmody also created an executable illegal prime.

It is apparantly illegal to distribute this source code in the United States, so does that make this number (found by Phil Carmody) also illegal?
A Perl program for extracting the source code from this prime number was written by Jamie McCarthy.

If you were to write this same number in hexadecimal form, they say, it would be a gzip file of the original form of DeCSS -- a C program that decrypts DVD movies.

Well this week mathematicians discovered the first ILLEGAL prime number.
Last year a Judge in New York ruled that distribution of this program, which allows you to play YOUR DVDs on YOUR computer, is illegal because it violates the Draconain DMCA (Digital Millenium Copyrite Act).
