Illinois State Toll Highway Authority - Wikipedia, the free encyclopedia
The Illinois State Toll Highway Authority is an instrumentality and administrative agency of the State of Illinois.
The Authority has the power to collect and raise tolls, and is responsible for the maintenance and construction of tollway roads and related signage (including electronic message boards, used for driving time notices, Amber Alerts and other notifications).
The first toll highways in the Chicago area were planned, constructed simultaneously, and finally opened in 1958 under the authority of this Commission.

Strategic Plan: Illinois State Toll Highway Authority
States often wrote extensive restrictions into the charters of the toll companies, specifying how the companies would be organized and capitalized and even determining the par value of their stock.
With some states supporting legislation that would allow for the mix of private and public investment in highway transportation, and with the longstanding federal opposition to tolls significantly reduced, the possibility exists that the ban on tolling the Interstates may be revisited.
As a metro county authority, whose purview is limited to a local area (and their responsibility to bond-holders), they regularly confront the challenge of rural-oriented state legislators who look to the revenues generated by tolls as a resource to be redistributed to finance rural roads in other parts of the state.

After the FCC auction, the Authority became the "incumbent" and retains primary status on the frequencies for a specified period of time, during which the PCS Licensees have a lesser status on the frequencies.
The Toll Highway Act generally requires that construction work and contracts for services or supplies in excess of certain amounts be awarded to the lowest responsible bidder after competitive bidding.
Moreover, it is clear from the Authority's previous solicitation of bids for replacement of the system that the proposal advanced by PrimeCo, if accepted, will save the Authority (and hence its public users and toll payers) a significant amount of money which might otherwise have to be diverted from the tolls collected.

The loudest opposition to the toll authority is brewing in the Chicago suburbs, where some residents worry about the impact of toll roads on the environment, and commuters complain they are the only drivers in Illinois who have to pay twice for the privilege of using roads.
Toll authority critics have introduced a series of bills designed to harness the agency, including one submitted last year to turn toll roads into freeways and put them under the Illinois Department of Transportation's jurisdiction.
In addition to the Route 53 and 1-355 extensions, the toll authority is studying a possible bypass along the west side of O'Hare International Airport and is identifying potential routes to connect the 1-355 extension to Interstate 57, Without the income from tolls, these roads will remain on the drawing board for a long time.

Since there is such a widespread area under the jurisdiction of the Illinois State Toll Highway Authority (ISTHA,) the Toll Services Department saw the need for the development of a plaza and roadway CCTV surveillance system to monitor traffic and to provide for plaza security.
The toll road spans from Indiana to Wisconsin to Iowa across northern Illinois - with 471 toll lanes in all.
The purpose of this system is to monitor the toll lanes, building docks, parking lots, and the roadway traffic within one mile in the approach and departure directions from the plaza.

Under section 24 of the Toll Highway Act (605 ILCS 10/24 (West 1996)), the State Treasurer is designated the ex officio custodian of the Illinois State Toll Highway Authority Fund.
In its discretion, the General Assembly determined, when the Toll Highway Authority was created, to delegate the custody of its funds to the State Treasurer instead of to an officer of the Authority.
Although section 25 of the Toll Highway Act directs the payment of administrative expenses from the funds of the Authority generally, and bank services charges incurred by the Treasurer relating to the custody of the Authority's funds could be included in administrative expenses, they are not specifically so designated.

ISTHA is expected to collect $370 million in tolls this year, equivalent to one-third of the amount raised by Illinois state gasoline and diesel taxes ($1,100 million).
The Authority has all its lanes wired, and a long-term plan is in place for phasing in highway-speed open-road ET (i.e., drivers would not have to stop or even slow down to have their toll accounts automatically debited).
Toll rates can be made to vary by time of day, thereby encouraging people to use the roadways during periods of relatively low use, and to find alternative routes or reschedule trips during periods of high use.

Merheb was employed by the tollway authority as an auditor.
He does note that the district judge, in dismissing the tollway authority's very curious counterclaim in which it charged Merheb with having assaulted Conrad (a charge that, as the judge correctly noted, the authority had no standing to make), said that Merheb hadn't committed an assault.

The commission became the Illinois State Toll Highway Authority in 1968.
The original routes consisted of the Northwest Tollway, now I-90, from Rosemont to South Beloit; the Tri-State Tollway, a bypass route running south and west of Chicago as I-294, continuing north to the Wisconsin border as I-94; and the East-West Tollway, now I-88, from Hillside to Aurora.
The new highways both encouraged and served suburban development, however, and soon became Chicago-area commuter routes.
