By 1812 the population of Illinois was great enough to qualify it as a territory of the second grade.
The surviving portion of the 1810 territorial census is for Randolph County alone which at the time of the enumeration composed the southern quarter of what now is the state of Illinois.
The 1818 population census of the Illinois Territory was compiled in each county by census commissioners appointed by the territorial Governor to establish the minimum population requirement for achieving statehood.

Congress approved the Territorial Ordinance of 1784, written by Thomas Jefferson, to serve as a plan for temporary government of the western territories.
While the Constitutional Convention met in Philadelphia, the Congress of the Confederation enacted the Northwest Ordinance, which was a plan for governing the territory north and west of the Ohio River.
This was the first permanent settlement of the Northwest territory after it was organized under the Ordinance of 1787.

Credit for being the prime mover toward Illinois statehood goes to a young man by the name of Daniel Pope Cook, who at the age of 20 became the owner and editor of the first newspaper in Illinois Territory.
There was a federal requirement that a territory had to have a population of 60,000 before it could be granted statehood.

Like the Territorial Seal, the first State Seal was based on the Great Seal of the United States.
