Background and Purpose On February 21, 2001 the Jefferson Street Bridge, mile 287.9, Illinois Waterway in Joliet, Illinois was struck and seriously damaged by a vessel.
The temporary rule was requested by the Illinois Department of Transportation in order to accommodate the additional vehicular traffic that has been diverted to the four remaining operable bridges.
Presently, the draws of all Illinois Waterway bridges within Joliet open on signal for passage of river traffic, except that they need not open from 7:30 a.m.

However, this engineering feat is not without its challenges, as the migration of pollution from the city of Chicago downstream to the Illinois Waterway at one point in history eradicated most native plants and animals for more than 100 miles of river.

The Illinois Waterway System currently provides an easy avenue for nonindigenous species to travel in either direction between the Great Lakes and the Mississippi River basins.
The zebra mussel is one of the most recent invaders to spread from the Great Lakes into the Illinois and Mississippi rivers via this pathway, and the round goby is currently poised to follow the same route.

This Waterway Park and its working lock provides a great place to observe and/or get information on just how the locks work as well as find materials on the history of river travel in the area over the last 100 years.
These barges must go through the many locks on the Illinois River inorder to get past the dams as they carry their cargo up and down the river.

Due to low water conditions and the resent number of groundings on the Illinois River, the COTP St. Louis along with the Illinois River Carries Association issue the following information broadcast:
Vessels grounding in the Illinois Waterway and unable to immediately refloat their tow should break the tow apart to minimize the degradation of the navigable channel.
Extreme caution should be taken when required to move from the center of the channel while meeting other tows.
