Imbabura's ethnic diversity and the gross disparity in land distribution, suffered mainly by the indigenous and fl populations but also some poor colonos, makes it a fertile ground for exploring the dialectical tension between the two strands of the Indian movement.
Two possible explanations for Imbabura's seemingly apathetic contribution to the uprising are ruled out: i) that the provincial federations, FICI and FICAPI, do not yet have the organizational capacity to mobilize the masses and ii) that the issue of agrarian reform was not perceived to merit a national protest.
In Imbabura, where both FICI and FICAPI are jointly responsible for the administration of this department, the assignment of positions has turned into a contentious matter embroiled in the internal politics of the federations.
