Blocking the upper stream of the Imjin would cause water shortages of 293 million tons annually in its lower areas such as Paju and Yeoncheon in South Korea, while release of water from the Hwanggang Dam in the monsoon season would cause devastating floods, according to the ministry.

The Imjin River (임진강, 臨津江) is a river beginning in Beopdong County in Gangwon-do and flowing in between the cities of Gaeseong, the county of Panmun (both in North Korea) and Paju County in Gyeonggi-do, before finally flowing into the Han River.

While this bridge was well suited for the impact of winters ice, it was not expected to survive the summer floods that roared down the Imjin.
The plan calls for cutting each of the 5 beams between piers 6 and 7, allowing this section of the bridge to drop into the river, which has its main channel at this point.
