President Bill Clinton was impeached as President of the United States on December 19, 1998 by the House of Representatives and subsequently acquitted by the Senate on February 12, 1999.
Clinton was widely perceived as deliberately misleading the public by using his legalistic parsing of the term "sexual relations" to exclude oral sex in ordinary speech.
Clinton was impeached on December 19, 1998 by the House of Representatives on grounds of perjury to a grand jury (by a 228-206 vote) and obstruction of justice (by a 221-212 vote), becoming only the second U.S. president to be impeached (the previous one being Andrew Johnson in 1868).

Bill Clinton - Wikipedia, the free encyclopedia
William Jefferson "Bill" Clinton (born William Jefferson Blythe III on August 19, 1946) was the 42nd President of the United States, serving from 1993 to 2001.
Clinton also battled Congress nearly every session on the federal budget, in an attempt to secure spending on education, government entitlements, the environment, and AmeriCorps–the national service program that was passed by the Democratic Congress in the early days of the Clinton administration.
Clinton had vetoed similar measures in the past, but he agreed to the restrictions when faced with the prospect that the United States would lose its vote in the UN General Assembly for nonpayment of dues.

 Impeachment of Bill Clinton
Clinton's perjury constituted an outrageous attempt to prevent justice from being upheld in the Jones case and in the federal grand jury's investigation.
If the Senate had applied this principle during impeachment, Clinton would not have been left in a position to again subvert justice, such as by pardoning the billionaire fugitive Marc Rich and other lawbreakers.
Even members of Clinton's inner circle and his strongest supporters in Congress viewed this act, and a number of other pardons issued during his last days in office, as terrible miscarriages of justice.

Clinton's presidency was without a doubt damaged by revelations that he broke his marriage vows during his affair with Lewinsky before and after she left the White House as a 20-something intern in the mid-1990s.
The Senate may have failed to convict Clinton on one count of perjury and another of obstruction of justice, but that didn't impede Arkansas federal district Judge Susan Webber Wright, who had been hearing the Paula Jones sexual harassment case that had triggered most of the president's problems.
In an unprecedented ruling against a sitting president, Wright in April found Clinton guilty of contempt of court, fining him $90,000 for giving "false, evasive and misleading answers" in his 1998 deposition in the Jones case that were "designed to obstruct the judicial process." Clinton did not protest and paid the fine.

According to Clinton after the beginning of the NATO attack, about 1 million fearless Albanians (none of them afraid of NATO bombs) found themselves outside Kosovo because they had begun to be banished from Kosovo before the NATO attack, and hence the banishment was the second cause of NATO aggression, according to Clinton et al.
However, at Clinton's news conference of March 19, 1999, on the eve of NATO's attack on Yugoslavia, there was not a hint of the banishment of Albanians from Kosovo, though the New York Times text of his speech occupies four-fifths of a full page.
Clinton spoke of only one event that justified, required, demanded a NATO attack on Yugoslavia unless and until it left Kosovo and allowed NATO to occupy it.
