That sounds like Tamriel Rebuilt, and they're nowhere near done; they had maybe 1/2 of the mainland portion of Morrowind province done in the timeframe you're speaking of, and they have maybe 4/5 done now.
Back in the day before I stopped playing Morrowind, there was a massive mod being worked on.
