It was controlled by the Imperial Army General Staff Office and the Ministry of War, both of which were nominally subordinate to the emperor as supreme commander of the army and the navy.
The Imperial Army General Staff Office, created after the Prussian Generalstab, was established directly under the Emperor in 1878 and was given broad powers for military planning and strategy.
An imperial rescript of 1882 called for unquestioning loyalty to the Emperor by the new armed forces and asserted that commands from superior officers were equivalent to commands from the Emperor himself.

In 1894, in a squabble over Korea, the Japanese army and navy walked over their Chinese rivals, and ten years later won convincingly a war to check Russian influence in the East.
Japanese uniforms had remained virtually unaltered since their inception, but the experience of war in 1904 led to the adoption of a more neutral colour, in advance of some European armies, and by 1914 the khaki service dress shown in the first plate was in general use.
Equipment was worn in fl leather with this uniform, and the trousers were worn with white gaiters, knee length with buttons and buckles at the top and under the instep.

His section on helmets, which is one of the most sought-after pieces of Japanese militaria today, is very weak & with poor photos too, and limited looks of such important things as stamps & markings, close-ups of the star and it's prongs, and liner & chin-tape details.
He did a good job on covering almost all the items the Japanese army would use, as far as field gear and personal items.

There are color diagram charts of branch colors and rank insignia, a section on wartime publications: patriotic posters, comics, recruiting posters, postcards, signs, a section on flags – this book presents almost every aspect of Japanese militaria that there is – a truly indispensable reference, long out of print.

Brophy was an Army Ordnance Corps officer, and later the historian for Marlin, and highly respected by all arms collectors and scholars, making him uniquely qualified to do this superb book.
10313 Imperial Japanese Army & Navy Uniforms & Equipment - Excellent reference with color photos of all sorts of neat stuff including weapons, uniforms, insignia, medals, comm gear, posters, etc. However, all the info is in Japanese, although there is a 8 page list of English language captions included.
Moran's book on WW2 USMC uniforms and gear covers dress as well as combat items, but for combat items Tulkoff is far more complete and better researched and documented.
