The Imperial Navy began to decline after the death of Emperor Palpatine, his vast power in the Force uniting the Imperial Navy and allowing it to function much better than standard warships with similar crew.
Though the Navy would later be reunited under such ambitios people as Grand Admiral Thrawn and Admiral Daala, the Imperial Navy after the Emperor's death was a mere shadow of it's former self.
Imperial doctrine during the days of the Empire focused on individual pilots being expendable, mass producing starfighters and crews to overpower the enemy with sheer mass and overwhelming numbers.

Armsmen would be Inducted Guard, there is nothing in the Imperial Navy which would count as Sisters.
The only other way of having them on board an Imperial Navy ship is as a transport for some mission the Sisters are on.
I think any Tanks that the Navy had would be sevrely limited, probably Chimeras or Rhinos for transport in high risk areas.
