Common sense suggests the Imperial was a higher priority, because its backers have a renovation plan and are prepared to account for every taxpayer cent they get.
In any event, shoveling $450,000 into the Mini Theater now is just irresponsible government, especially since Commissioner Bill Kuhlke offered a motion that would have been fair to both theater projects: Give each $300,000 to start with and award $75,000 more to each if it raised that amount in matching funds from private sources.
